PREQUALIFICATION FOR PROVISION OF AUDITING SERVICES TO INSURANCE PLAYERS’ ACCOUNTS FOR THE YEAR 2026

1. Section 107(1) of the Insurance Act, Cap 191 Laws of Uganda, requires the accounts of every licensee to be audited by an auditor approved by the Authority.

2. In line with the aforementioned statutory requirement, the Authority invites auditors who are members of the Institute of Certified Public Accountants of Uganda (ICPAU), with sound standing in the market and are interested in auditing insurance players’ accounts for the year 2026 to furnish in with the following:
   i. Information on legal status and evidence thereof.
   ii. Evidence of having submitted the application for Membership for the year 2026 to ICPAU.
   iii. Concise history of the firm/ Auditor.
   iv. Organizational structure of the applicant
   v. Full details of physical and communication address(es) of offices).
   vi. Curriculum Vitae of the partner(s) or individual(s) and Principal/ Senior Officers.
   vii. Names, particulars and communicating address(es) of the applicant’s leading clients for the last 3 years.
   viii. Details of the applicant’s valid Professional Indemnity Insurance Policy of sum assured of at least Ushs 100,000,000= expiring on or after 31st December, 2026.
   ix. Enclose a copy of the firm’s current practicing certificate from ICPAU.
   x. Enclose an up-to-date Tax Clearance Certificate.
   xi. Enclose a copy of NSSF clearance certificate as at 31st August, 2025.
   xii. Details of any interest, either directly or through his/her Partners, Principals or Senior Officers in any Insurance Company, Insurance Brokerage or any other player(s) who are within the purview of the Insurance Act in Uganda. This interest includes any stake-holding advisory, consultative and any other relationship.

3. For clarity, all interested Auditors including those already on the list of previous auditors approved to audit insurance players’ accounts should apply/reapply.

4. Applicants should submit all the required information to the Authority at the above-given address by 5:00pm on Friday 31st October, 2025, or email to operation@ira.go.ug upon payment of a non-refundable fee of Ushs 100,000= payable to Insurance Regulatory Authority of Uganda Bank of Banda Main Branch Account No. 54910260901650 and submit evidence of payment.

5. Please note that the attached documents should not exceed 5MBs. Whatever information or document furnished with the Authority in this connection will be treated as confidential.

6. Failure to provide the information above shall result in disqualification.

7. The Authority also takes this opportunity to advise the general public to ONLY deal with authorised insurance players.

8. Members of the public are further reminded of the existence of an Online Complaints Bureau system (www.iracomplaints.go.ug) to which they may follow insurance-related complaints.
