Responsibilities or duties

Reports to: Food and Cash Assistance Manager

Key Result Areas:

Commodities & Cash Resources, Nutrition and Self-resilience and livelihood program management.

  • Lead project team in participatory planning of implementation of activities, ensuring adherence to technical standards, SOP’s, best practices and donor guidelines in West Nile.
  • Provide supervision and technical support to all cash, food & NFIs assistance, nutrition and livelihood (self- resilience) project activities and ensure that they are managed and implemented as per WVI and donor standards and agreements.
  • Develop and enforce standards for the use of the LMMS-ITS, SRMIS, partner connect, SCOPE-IK, LESS Last Mile databases within the Food and Cash, nutrition and self- resilience projects. Ensure the program Audit ready and compliant in West Nile.
  • Design strategies, partnerships and interventions to ensure project activities and implementation approaches are gender, age and ability inclusive and in compliance with requirements, ensuring conflict sensitivity especially for all program activities.
  • Effective food commodities & Cash resources management, Nutrition and self-Resilience program standard application of guidelines across consortium and acceptable compliance.

Risk, Staff Safety and Security Management.

  • Work with the Security Officers and other relevant units to ensure staff safety by participating in implementation of sound security protocols.
  • Engage the team leader on risks and financial management in Food & Cash, nutrition and self-resilience activities in WVU.
  • Orient program coordinators on the management of potential project risks related to operation especially in insecure operational areas. Report incidents timely.
  • Provide timely management responses and implementation plans for all Audits, Monitoring Reviews and findings from Donor Visits and other visits.
  • Ensure safeguarding of beneficiaries and WV assets as per the safeguarding policy
  • Work with Team Leader to prepare project risk register, and disseminate to project staff through training, and ensure it is reviewed on quarterly or monthly is needed based on country context and operations.
  • Establish Food and Cash Assistance, nutrition and Self-resilience Internal project reviews with West Nile (Bidibidi_Lobule and Rhino camp)
  • Serve as WFP Area office program point person in managing all area office engagements, escalation on program implementations and operation.
  • Work with Team leader to support the field office in the establishment of the Country CVP task team (CCTT) as recommended for each FO to have CTT to provide strategic and technical guidance on the effective use and growth of food in-kind, CVP as modality and Livelihood across sectors in order to meet the needs of vulnerable children, their families and communities in an efficient and accountable manner.
  • WV staff and assets safeguarded
  • Timely reporting of incidents through Ethics point and /or Riskonnect and closeouts

Commodities Accounting, Reporting & Compliance

  • Ensure that the Commodity and Cash Reports (narrative and financial) are accurate and reliable with the relevant supporting documentation available and submitted timely to Management, DMT, WFP and other Donors (monthly, quarterly, semi-annual, annual, and end of program or as per donor requirement).
  • Ensure an effective reporting system to produce timely and accurate commodities/cash, vouchers report to WV DMT (in line with DMT Performance Matrix Indicators), and donors and to other partners, including providing oversight of the Country Commodity Tracking System (CCTS) program, ensuring timely submission of quality narrative and financial reports.
  • Lead in the preparation and submission of monthly Food and Cash Assistance management reports (MMR) to the management within deadlines.
  • Gather and compile information from the Project Managers and prepare overall performance progress reports (monthly and quarterly reports) detailing achievements against plan and variance on a regular basis.
  • Ensure all projects are performing in Green rating as per the DMT PMI monthly performance rating.

Staff management and capacity building.

  • Develop and implement a staff capacity building plan on areas of commodity management, cash/food/Cash distribution, and nutrition and livelihood, hygiene, gender & protection, SBCC sensitization in order to meet established standards through on the job training, workshops, conferences and any other appropriate methods.
  • Identify staff training needs during appraisal process and liaise with program coordinators and HR to see how this could be undertaken.
  • Implement staff performance management strategy.
  • Lead capacity building of the team to meet established standards through on-the-job training, workshops, mentoring and any other appropriate methods.
  • Ensure fast track recruitment and appointment in coordination with P&C department for timely projects’ implementation.
  • Lead the Food and Cash Assistance team in a way that facilitates a high-performance culture, open trustworthy relationships and integrity, promote a culture of learning and development, employee engagement and good stewardship of human capital.

Networking and Collaboration

  • Establish linkages and pursue opportunities to partner with other NGOs, CBOs, local authorities, the UN Clusters, and coordinate interventions to avoid duplication and conflicts of interest.
  • With Team leader in strategic and operational matters of the food and cash programs.
  • Attend key humanitarian meeting in coordination with other departments (Food Security, Cash Working Group, Nutrition & Education).
  • Work with the DM team for all technical and programmatic engagements related to the cash, food and NFIs assistance
  • WV Visibility maintained.

Co-partner management.

  • Coordinate and work with Co-partners to manage program implementations in nutrition.
  • Monitor compliance of co-partners with donor regulations and partnership agreements.
  • Consolidate co-partner reports, facilitate reviews for both financial and programmatic reports, and ensure timely submission to donors.
  • Provide technical support and capacity building to consortium partners and ensure programs are delivered with high standards.
  • Represent the co-partners in donor meetings and external stakeholder engagements.
  • Take lead in ensuring capacity development plans for partners are delivered, and there is progress in developing the capacity of the co-partners.

Qualifications or requirements (e.g., education, skills)

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • A bachelor's degree in social sciences, Food Science and Technology, Nutrition, Development Studies, Public Health
  • Certificate in Program Management; PMP (Project Management Professional), PRINCE 2
  • Certificate in Cash and Voucher Assistance added advantage.

Experience needed

  • At least 5- 8 years' experience, preferably with a reputable NGO or UN agency, in cash/food commodities handling tracking and accounting, nutrition programming and livelihood and self-resilience programming.
  • Prior experience with the WV CTS system and UN WFP partner connects, SCOPE, LESS last mile and GDT is an added advantage.
