Summary

The Programs Director (PD) will provide strategic leadership and management for FFOU’s entire program portfolio. The PD is responsible for the design, funding, implementation, monitoring, and evaluation of all programs and projects, ensuring they align perfectly with FFOU’s mission, strategic objectives, and member needs. The role demands a leader who can secure resources, build capacity within the team, foster key partnerships, and demonstrate measurable impact on the fisheries sector.

Key Duties and Responsibilities:

The incumbent will be responsible for performing the following duties;

  1. Strategic Leadership & Program Development:
  • Lead the development and periodic review of FFOU’s strategic plan and programmatic framework.
  • Identify new program opportunities and innovative interventions to address the evolving needs of the fisheries sector.
  • Conduct thorough needs assessments and sector analyses to inform program design.
  • Ensure all programs promote sustainable fishing practices, climate resilience, gender equity, and economic empowerment.
  1. Program Management & Implementation:
  • Provide oversight for the entire project lifecycle, from inception to closure, ensuring timely and cost-effective delivery of objectives.
  • Develop and manage detailed annual work plans, budgets, and performance indicators for the programs department.
  • Institute robust Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to track progress, measure impact, and facilitate learning.
  • Prepare and present high-quality periodic program reports to the CEO, Board, donors, and other stakeholders.
  1. Resource Mobilization & Donor Relations:
  • Spearhead the development of resource mobilization strategies to ensure program sustainability.
  • Identify and track funding opportunities from government, bilateral and multilateral agencies, foundations, and the private sector.
  • Lead the conceptualization and writing of compelling funding proposals, concept notes, and grant applications.
  • Build and maintain strong, collaborative relationships with existing and potential donors and partners.
  1. Partnerships & Stakeholder Engagement:
  • Represent FFOU at high-level national and regional forums, technical working groups, and policy dialogues.
  • Forge and manage strategic partnerships with government agencies (e.g., MAAIF, NARO), NGOs, research institutions, and private sector actors.
  • Strengthen linkages between FFOU headquarters and its member organizations across Uganda.
  1. Team Leadership & Capacity Building:
  • Lead, mentor, and manage the programs team, fostering a culture of high performance, innovation, collaboration, and accountability.
  • Identify capacity gaps within the team and member organizations and develop strategies to address them.
  • Conduct regular performance reviews and support the professional development of program staff.

Qualifications, skills and experience:

  • A Master’s degree in Agriculture, Aquaculture & Fisheries, Rural Development, Natural Resource Management, Business Administration, or a related field. A Bachelor’s degree in a relevant field is essential.
  • A minimum of 8 years of progressive experience in program management within the development sector, with at least 5 years in a senior leadership role.
  • Proven track record in successful resource mobilization, including writing winning proposals and securing significant grants.
  • Demonstrable experience in designing and managing complex, donor-funded projects (e.g., EU, USAID, World Bank, FAO).
  • In-depth knowledge of the Ugandan fisheries/aquaculture/agriculture sector is highly desirable.
  • Strong financial management skills, including experience with multi-donor budgeting.
  • Expertise in MEAL frameworks and tools.
  • Exceptional communication, negotiation, and public speaking skills.
  • Excellent stakeholder management and relationship-building abilities.
  • Proven experience in leading, motivating, and developing teams
