About This Job:
Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.
On behalf of our client in the Oil & Gas Sector, we are looking for a competent, skilled, and experienced Project Manager to work in Uganda
Location: Uganda, Egypt, Tanzania or other appointed country
This project is jointly undertaken by our  Client and SUNMAKER as a consortium. The candidate must possess excellent communication and coordination skills, be able to represent our Client in discussions and coordination with SUNMAKER, and ensure the smooth progress of the project. Specific responsibilities include:
- Analyze in detail the work interfaces, scope, content, and division of responsibilities between both parties according to the written agreement between our Client and SUNMAKER, ensuring that all work is carried out in accordance with the agreement;
- Ensure quality standards and acceptance criteria for interface work, and develop acceptance standards to avoid project delays due to nonconforming deliverables;
- Clarify the leading and supporting roles of both parties in each interface division, refine responsibility boundaries, and ensure smooth progress of interface work;
- Report any potential changes to our Client in advance to allow timely and reasonable adjustments in the event of interface changes, ensuring smooth project execution;
- Consider risk factors and preserve all relevant evidence for claims and accountability in cases where interface issues arise due to SUNMAKER.
The candidate will also represent our Client in communication and coordination with local governments in Uganda and Tanzania. This includes extensive communication with government departments to understand local policies, regulations, and natural gas-related reports, as well as obtaining necessary project data.
The candidate will organize and coordinate on-site work in Uganda and Tanzania and provide the domestic expert team with various data required to complete different parts of the detailed feasibility study report. This includes, but is not limited to:
- Determining the pipeline route, start and end station locations and scales, valve station and delivery point positions;
- Surveying existing facilities;
- Defining flow capacity, pipeline diameter, wall thickness, and other parameters;
- Establishing pipeline transportation tariffs, capital and operating expenditure reports, technical, economic, and financial feasibility analyses, and project financing plans.
The candidate must possess strong written and spoken English skills and be able to regularly report project progress to our Client via written reports and video conferences.
They should also be able to represent our  Client in regular progress and work reports to the project owner.
Extensive experience in natural gas pipeline design is required, and the candidate must be competent to serve as a project leader for a large-scale pipeline feasibility study.
Roles and Responsibilities :
- Assisting in developing the project schedule;
- Coordinating between disciplines and SUNMAKER to ensure on-time completion of milestone deliverables until project closure;
- Providing design input requirements to cooperating disciplines and SUNMAKER and ensuring returned data meets quality standards for subsequent work;
- Clarifying issues arising during project implementation to the project owner.
 
Requirements
Academic Qualifications
- Bachelor’s degree or above in Oil and Gas Pipeline Engineering, Oil and Gas Storage and Transportation Engineering, Metallurgical Materials, or other related fields.
Required Qualifications
- Minimum of 5 years of international project design experience;
- Excellent communication and coordination abilities;
- Capable of managing large-scale pipeline engineering projects as a project manager;
- Fluent in English (listening, speaking, reading, and writing), able to use English as the working language and conduct regular progress reports in English;
- Due to fieldwork conditions in overseas projects, only male design personnel will be dispatched to site;
- Under 40 years old, physically healthy, and with no medical history;
- Proficient in progress management software such as Primavera P6, presentation tools such as PowerPoint, and professional design and drawing software;
- Skilled in stress analysis, finite element analysis, and related technical methods.
