Background

The CBR Africa Network (CAN) is an African-led continental network that connects organisations, practitioners, researchers, policymakers, development partners, Organisations of Persons with Disabilities (OPDs), persons with disabilities and their families to advance Community-Based Rehabilitation (CBR) and Community-Based Inclusive Development (CBID). CAN generates and shares knowledge, strengthens capacity and networks, documents African practice and promotes evidence-informed policy and systems change.

Through this project, , CAN will strengthen its role as Africa’s CBR/CBID knowledge and networking backbone and lay practical foundations for the future CBR/CBID Centre of Excellence for Africa. The project has five outcomes: continuous multilingual knowledge sharing; documentation and validation of good practice; stronger national and sub-regional networks; functioning membership and communication systems; and concrete CAN–ADF collaboration and Centre of Excellence readiness.

Purpose of the Position

The Project and PMEL Officer will coordinate integrated project planning, monitoring, reporting, learning and adaptive management with the development of a robust CRM system across the distributed CAN Secretariat. The Officer will develop and operationalise CAN’s results-based PMEL system in line with the approved proposal, Liliane Fonds requirements and CAN’s M&E framework; provide reliable evidence on progress and reach; strengthen data quality and accountability; and ensure that learning informs project decisions, knowledge products and future Centre of Excellence development.

The position is not limited to collecting activity counts. It will assess whether members are active, networks are functioning, knowledge is being used, regional and language inclusion is improving, joint commitments are delivered and CAN’s institutional systems are becoming stronger.

Key Responsibilities

4.1 Project planning and coordination

  • Translate the approved proposal, budget and develop a results framework into a detailed 12-month implementation plan, responsibility matrix, milestone tracker and reporting calendar.
  • Support the CAN Coordinator to coordinate delivery across the core Secretariat, five Sub-regional Focal Persons, IAB, ADF, consultants and other partners while maintaining clear operational and oversight roles.
  • Facilitate regular Secretariat and focal-person planning meetings; document decisions, responsibilities, deadlines and follow-up actions; escalate delays and dependencies promptly.
  • Maintain an integrated tracker covering activities, deliverables, indicators, risks, partner commitments and management actions, and support timely corrective measures to ensure all the planned activities are delivered on time.
  • Coordinate the inception process, mid-term reflection, end-of-project learning review.

4.2 PMEL system, tools and baseline/endline

  • Finalise and operationalise a proportionate PMEL framework aligned with Liliane Fonds templates and CAN’s draft M&E framework, including indicator definitions, disaggregation, data sources, frequency, responsibilities and data-quality controls.
  • Design and roll out harmonised tools for events, membership engagement, focal-person reporting, network functionality, knowledge products, communication analytics, CAN–ADF outputs, accessibility and institutional capacity.
  • Design, conduct and document a light baseline and endline, including CAN’s institutional-capacity self-assessment, and maintain auditable evidence for every reported result.
  • Set up and maintain a secure central results database/dashboard and organised means-of-verification archive with version control and restricted access where required.

4.3 Routine monitoring and data quality

  • Consolidate and analyse monthly submissions from Sub-regional Focal Persons and other activity leads, disaggregating reach by sub-region, country, stakeholder group, sex, disability, age and language where feasible and ethical.
  • Track progress against all proposal targets, including 8 learning events, cumulative reach of at least 1,000 participants, at least 4 validated practice products, one accessible compendium, at least 5 functioning national networks, at least 200 additional practitioners trained, at least 1,000 verified contactable persons stored on a CRM member, website usage growth, CAN–ADF outputs, focal-person functionality and on-time delivery. The CRM system will be used for managing CAN’s relationships and interactions with the people and organizations it works with.
  • Define and apply verification rules for CRM membership so that figures represent verified, contactable and consent-based members rather than unvalidated names.
  • Assess network functionality against the agreed minimum standard and document evidence of sustained engagement, delivered activities and follow-up—not only network launch or membership lists.
  • Conduct routine data-quality checks for completeness, accuracy, consistency, timeliness, duplication, consent and traceability; provide feedback and maintain a correction log.
  • Triangulate quantitative metrics with participant feedback, stories, learning notes, analytics and evidence of knowledge use or policy engagement.

4.4 Reporting, learning and adaptive management

  • Prepare concise monthly management dashboards and high-quality quarterly and final narrative reports for review by the CAN Coordinator and IAB, aligned with Liliane Fonds requirements.
  • Work with the Finance and Administration Officer to reconcile narrative and financial progress, explain material variances and ensure reported delivery is consistent with expenditure and supporting documentation.
  • Lead quarterly learning-and-reflection sessions and document decisions, adaptations and follow-up actions; monitor whether agreed corrective actions are implemented.
  • Analyse the project’s learning questions on cost-effective continuous knowledge sharing and effective CAN–ADF knowledge-to-policy collaboration, and contribute evidence to sustainability and resource-mobilisation planning.
  • Provide verified data and analysis to the Knowledge and Communications Officer for case studies, briefs, the compendium, newsletters, donor communication and other knowledge products.

4.5 Evaluation, accountability, risk and compliance

  • Coordinate participant feedback and outcome-harvesting methods to assess usefulness, accessibility, application of learning, member engagement and network strengthening.
  • Maintain and regularly update the project risk, issue and action registers, including language/connectivity barriers, slow uptake, delivery delays, safeguarding concerns, role confusion and data risks.
  • Ensure monitoring and reporting comply with safeguarding, informed-consent, confidentiality and data-protection requirements; immediately refer safeguarding concerns through the approved mechanism.
  • Support preparation for project audit, donor monitoring or review by maintaining complete, organised and accessible programme records and responding to evidence requests.
  • Document lessons and recommendations for sustaining the CRM, repository, communication system, focal-person model, networks and PMEL system beyond the grant.

Required Qualifications and Experience

  • Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Project Management, Social Sciences, Public Health or a related field. A postgraduate qualification is an added advantage.
  • At least 3 years of relevant professional experience in project coordination and results-based monitoring, evaluation and learning, preferably in a multi-country or network programme.
  • Demonstrated ability to develop results frameworks, indicator reference sheets, data-collection tools, dashboards, baselines/endlines, CRM systems, AI knowledge and donor reports.
  • Strong quantitative and qualitative research skills, including survey design, data cleaning, descriptive analysis, synthesis and presentation of findings for decision-making.
  • Advanced proficiency in Excel and practical competence in one or more data-analysis or visualisation tools such as Power BI, R, Stata, KoboToolbox or equivalent.
  • Experience managing data from distributed teams and conducting data-quality assurance, verification and means-of-verification audits.
  • Experience with disability inclusion, OPDs, CBR/CBID, knowledge networks. is a strong advantage.
  • Understanding of safeguarding, informed consent, data protection and ethical collection and use of disability-disaggregated information.
