BACKGROUND
Médecins Sans Frontières (MSF) is an International independent medical humanitarian organization that delivers aid to people affected by armed conflict, epidemics, natural disasters, and exclusion from health care. MSF has been providing medical research, medical and humanitarian assistance in Uganda since 1980. MSF concluded a Host Country Agreement (HCA) with the Government of Uganda.
MSF is looking to recruit a suitable candidate for the position below.

Main responsibilities:
The Protocol Office Manager (POM) will primarily ensure efficient and effective running of the Intersectional Protocol Office. The POM implements the proceedings of the Host Country Agreement (HCA), ensures the respect of the Agreement, updates the engagement strategy and defines official meetings for the Country Representative and the Heads of MSF branches in Uganda. This position oversees protocols and standards that Uganda's Ministry of Foreign Affairs adhere to during meetings, ceremonies and other events to honour traditions and display politeness in Uganda.

Main Responsibilities include but not limited to:
Protocol day-to-day operations planning and implementation:

1. Initiate and follow up administrative procedures for the implementation of the HCA.
2. First line technical advisor & focal point on relational and compliance issues of MSF with MOFA (Ministry of Foreign Affairs) and other concerned Government ministries and departments (MDAs) on any matters touching the scope of HCA.
3. Ensure a proper, coherent and consistent utilisation of the HCA by all the departments of MSF in Uganda.
4. Collects and analyses the necessary data based on the tracking tools. 5. Adapt Intersectional Protocol Office services to the requirements of regular vs emergency operations.
5. Drafts the diplomatic correspondences and minutes of the official meetings. 7. Briefs the MSF's responsible and managers.
1. 8. Proactively follow-up on the new releases or change of law, decrees, regulations, traditions in the country and liaise with the MSF's Legal Departement.

Strategic networking and continuous improvement:
1. Collaborate with the Country Representative and the Heads of MSF's branches in Uganda to define, draft, implement and adapt a stakeholder engagement/networking strategy.
2. Work together with the Technical Legal Referent and Country Representative on improvement initiatives pertaining to internal processes, services delivered by Intersectional Protocol Office.
3. Plan, organize and provide protocol support including briefing notes and taking minutes at all official meetings with MOFA and other national bodies. 4. Monitors, provides information and analyses geo-political, economic and legal context with potential implications on HCA holders/MSF.
4. Update and maintain a comprehensive database of all relevant contacts.

Experiences, Skills and Competencies Required:
1. Education: Advanced degree in administrative law or international relations or public international law or political studies, with preference for a Master.
2. Experience: Five years of experience with government agencies in Uganda. Experience in Ministry of Foreign Affairs or Ministry of Justice in Uganda is a strong asset.
3. Proven experience in a diplomatic activity and/or international organisations and/or humanitarian organisation related to the administrative proceedings and all technical areas of an international agreement will be considered an added advantage.

Skills and Competencies Required:
1. Ability to synthesise and analyse information and make clear proposals
2. Ability to build relationships quickly with a wide range of people, Excellent communication and interpersonal skills. Excellent data management and analysis. Writes clearly and effectively correspondences, reports, minutes, guidelines, memos and synthetic notes.
3. Languages: English, Local languages and French is a strong asset Knowledge: Highly computer literate, good knowledge of governmental protocols (diplomatic status) and administrative procedures
4. Competencies: Autonomy, Strategic Vision, Result Oriented, Discipline, Service orientation, Behavioural Flexibility, Teamwork and Cooperation.
