JOB DETAILS:
Job Purpose
Will ensure that consistent high quality, water, sanitation and hygiene (WASH) activities are implemented within the project. The incumbent will work closely with the public health engineers and Officer implement an integrated PH programme to achieve the project objectives. The jobholder will also ensure that the promotion of women’s rights is at the heart of all Oxfam in Uganda’s program. The Public Health Engineering Assistant will support coordinate and lead in the implementation of Oxfam’s Public Health engineering programme focusing on community participation in the overall refugee assistance, community engagement for action and capacity building of Oxfam, District & partner staff and community volunteers to better manage public health risks. To support start-up / implementation of Public Health promotion components of Oxfam humanitarian interventions in the West Nile. The work that will be undertaken will involve assessment, planning and implementation of public health activities in line with the Oxfam’s strategy in Uganda.

Job Responsibilities
• Assist the PHP Officers to coordinate, liaise with and support field teams to ensure coherent and consistent programming and Provide day to day support to volunteers and community focal points
• Attend regular planning and coordination meetings with the PHE, MEAL, and Livelihoods teams and implementing partners/ contractors and support coordination with key stakeholders including contractors, ministry focal points etc. Assessment and Programme Design
• Evaluate PHP needs through field visits, interviews and focus group discussions and collecting and analysing secondary data and help identify key hygiene risks and the barriers and motivations to practicing good hygiene
• Joint assessment planning and preparation with PHE and MEAL teams and design and plan PHP activities integrated with PHE, livelihoods, gender, protection and advocacy.
• Mobilise displaced communities and community leaders to coordinate and manage the Oxfam WASH interventions; Support communities to elect WASH committees and WASH focal points from the collective shelters, schools, and targeted communities, (responsible for monitoring the implementation, disease prevalence and evaluation of the planned activities).
• Assist in the planning and facilitation of training community-based volunteers and support community hygiene volunteers to conduct trainings to form and strengthen committees/ school health clubs/ community child health clubs and to monitor progress of WASH Committees and follow up on problems
• Suggest new methods and approaches in order to improve the quality of the activities and design, plan and carry out hygiene promotion activities to promote safe PHP practices based on need with the committees and the trained community volunteers.
• These activities may include drama, information campaigns etc. in schools and communities as part of emergency response and resilience building and contribute to the development and pre-testing of PHP interactive learning tools and IEC materials
• Involve schools, health centres and community volunteers in the planning and roll out of PHP campaigns. Assist PHP Officers in ensuring timely distribution of Hygiene kits.
• Support volunteers to carry out post-distribution monitoring Reporting, administration and information management. Contribute to the weekly PHP team review and planning meetings
• Obtain feedback from communities on the Oxfam WASH intervention where feasible and administrate payment requests, distribution lists and attendance lists and prepare, upload and file relevant documents according to agreed Oxfam procedures
• Provide weekly progress reports detailing progress to objectives i.e.. Number of men and women trained, number of men, women, boy and girl beneficiaries, impact, challenges etc. and support the PHP Officer to prepare monthly monitoring reports – PDM, status of project locations etc. Assuring Programme Quality, Monitoring, Evaluation, Observation, and Learning.
• Apply Oxfam’s minimum requirements on accountability to beneficiaries in the implementation of PHP activities and raise awareness and build capacity of Oxfam field staff in adhering to Oxfam and international humanitarian standards.
• Carry out data collection as required; PDM, Monitor PHP activities • Reflect on programme experience and contribute to PHP /WASH evaluations and learning review
• Support and coordinate on service mapping and report any incidents or suspicious activities including field incidents to the PHP Officer and PHP Officer and follow Oxfam’s Code of Conduct

Job Requirements
• Minimum University degree and experience in either: public health, health or hygiene promotion, community development, education, community water supply and sanitation.
• Academic or professional qualifications are essential.
• Experience in either Development or Humanitarian sector is preferable.
• Very good knowledge of humanitarian PHP is preferable

Experience:

• At least 3 years consistent experience in emergency and humanitarian policy advocacy and relevant disaster Management work at regional or National level with substantial working experience in International NGOs at management level both national and regional
• Experience in humanitarian Capacity strengthening and experience in coordinating a technically diverse team.
