The Senior Procurement Officer oversees the procurement process, ensures compliance with regulations, and manages supplier relationships to achieve value for money. The role involves strategic sourcing, contract management, and promoting transparency and efficiency in procuring goods and services.

Duties and Responsibilities

1. Procurement Planning & Strategy

  • Develop and implement procurement plans aligned with institutional objectives.
  • Conduct market research and supplier analysis to identify cost-effective purchasing opportunities.

2. Procurement Process Management

  • Oversee end-to-end procurement (requisition processing, bid evaluation, contract awarding).
  • Ensure compliance with public procurement laws, institutional policies, and best practices.
  • Optimize procurement workflows for efficiency and risk minimization.

3. Supplier & Contract Management

  • Identify, evaluate, and negotiate with suppliers for optimal pricing and quality.
  • Develop and manage contracts, ensuring adherence to terms.
  • Maintain supplier relationships and resolve disputes.

4. Budgeting & Cost Control

  • Align procurement activities with budget allocations and financial regulations.
  • Identify cost-saving opportunities and optimize expenditures.

5. Compliance & Risk Management

  • Ensure compliance with national and institutional procurement laws.
  • Mitigate risks related to fraud, conflicts of interest, and procurement delays.
  • Maintain accurate records for audits.

6. Reporting & Documentation

  • Prepare procurement reports (supplier performance, spending analysis, contract status).
  • Maintain records for transparency and accountability.

7. Stakeholder Engagement & Coordination

  • Collaborate with departments to understand procurement needs.
  • Provide procurement advisory services to management.

8. Team Leadership & Capacity Building

  • Supervise and mentor junior procurement staff.
  • Conduct training on procurement policies and best practices.

9. Digital Procurement Transition

  • Implement and manage e-procurement systems (bidding, supplier selection, contract management).
  • Automate procurement workflows to reduce paperwork.
  • Train staff and vendors on digital procurement platforms.

10. IT & Cybersecurity Compliance in Procurement

  • Ensure procurement systems meet cybersecurity and data protection standards.
  • Assess risks in IT-related procurement contracts.
  • Collaborate with IT and audit teams to enhance digital security.

11. Regulatory & Contract Compliance

  • Ensure adherence to procurement laws and ethical sourcing standards.
  • Monitor supplier contracts for compliance.
  • Prepare compliance reports and recommend improvements.

Education & Qualifications

  • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Commerce, or related field.
  • Master’s degree in Procurement, Supply Chain, Business Administration, or related field.
  • Professional certification (CIPS, CPSP, or equivalent) required.
  • Membership in a recognized procurement body (desirable).

Experience

  • 7+ years in procurement, with 3+ years in a senior/supervisory role.
  • Experience managing end-to-end procurement processes (preferably in academia or public sector).
  • Expertise in contract management, supplier negotiation, and compliance.

Skills & Attributes

Technical Skills:

  • Strong knowledge of procurement laws, regulations, and best practices.
  • Proficiency in procurement software & ERP systems.
