The Government of the Republic of Uganda has received financing from the Arab Bank for Economic Development in Africa (BADEA) toward the cost of the Farm Income Enhancement and Forestry Conservation Programme "Project 5" ("FIEFOC - 3"), and intends to apply part of the proceeds toward payments under the contract for "Procurement of Civil Works for Off-farm Irrigation Infrastructure and Facilities:

A) Lot 1 Northern and Central Upper Regions - 36No.
B) Lot 2 Western and Central Lower Regions - 36No.
C) Lot 3 Eastern Province and Kuzmoyi 2 area - 28No.

The Ministry of Water and Environment now invites sealed bids from eligible bidders for the construction of Civil Works for Off-farm Irrigation Infrastructure and Facilities.

The Scope of Works entails the provision of basic irrigation sources including construction of earth dams/reservoirs to collect irrigation water through 9 lakes, 25 seasonal rivers, 4 swamps and rehabilitation of 13 reservoirs, the protection of about 10 wells and springs, pump and overhead tank with solar panels as energy source.

Further details on the above works are provided in the bidding document. The qualification requirements are detailed in Section III of the Bidding document.

Bidding will be conducted in accordance with the National Competitive Bidding Procedures for the Arab Bank for Economic Development in Africa's (BADEA) which is available on the Bank's website at http://www.badea.gov. This bid forms must be A1 or A2, or a bid from a joint venture (JV) from the Association must submit with their bid information, including details of ownership, Nationality, and the Association's Agreement relating the share for execution of the contract for each party.

A complete set of bidding documents in English may be purchased by interested eligible bidders upon submission of a written application to the address indicated below and upon payment of a non-refundable fee of Uganda Shillings Two Hundred Thousand Only (UGX 200,000) for each lot. The method of payment shall be by Bank Payment Advice Form obtained from Uganda Revenue Authority (URA) website using "other NTR" as a tax head in the form. The hard copy of the complete set of bidding documents in English will be available for pick up at the address mentioned or it may be accessed at the Ministry of Water and Environment Website: https://www.mwe.go.ug/htpzx/wondergrocurement/

Pre-Bid conference conducted by the Employer shall take place at the following date, time and venue:

Bids must be delivered to the address below on or before 11:00 a.m. (Ugandan time) on 17th June 2025. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address below at 11:30 a.m. on 17th June, 2025.

The Ministry of Water and Environment is seeking qualified contractors to undertake civil works for off-farm irrigation infrastructure under the Farm Income Enhancement and Forestry Conservation Programme (FIEFOC-3). The project aims to enhance agricultural productivity and water conservation through the development of sustainable irrigation systems.

Key Responsibilities for Contractors:

• Construction of Earth Dams/Reservoirs: Build and rehabilitate water storage structures to collect and manage irrigation water from lakes, rivers, and swamps.
• Protection of Wells and Springs: Implement measures to safeguard water sources and ensure their sustainability.
• Installation of Solar-Powered Pump Systems: Set up energy-efficient irrigation systems, including overhead tanks and solar panels.
• Compliance with Standards: Ensure all works adhere to national and international engineering, environmental, and safety standards.
• Community Engagement: Collaborate with local communities to minimize disruption and ensure project benefits are maximized.

Requirements:

• Proven experience in large-scale civil works, particularly in irrigation or water-related infrastructure.
• Financial capacity to execute the project, including submission of a bid security.
