The Science, Technology & Innovation Secretariat-Office of the President (STI-OP) invites sealed bids from eligible bidders to apply for the Procurement of 250 hectares of land for the establishment of the high-tech innovation city as indicated in the table below.

Location

The land must be situated within 40 kilometers of the Kampala Post Office and within 40 kilometers of Entebbe International Airport.
The location should enable convenient access to major transport corridors and urban infrastructure.

Access Road

The site must have at least one existing motorable access road and be not more than 5 kilometers from the nearest major highway.

Terms and conditions

1. The submissions of interest bidders will be evaluated in accordance with the PPDA Act 2003 and PPDA Guidelines 2014.

2. The bidding documents are in English and can be obtained by interested bidders on working days upon submission of a written application to the STI-OP Head Office, Plot 106 Katalima Road, Naguru-Kampala between 9:00am and 4:30pm, starting 15THOCTOBER/2025.

3. The bidding documents will be issued to interested bidders upon payment of a non-refundable fee of UGX 500,000re as listed in the bidding document at any bank after generation of a PRN through the Uganda Revenue Authority (URA) Portal on TIN (1039098985). No liability will be accepted for any loss or late delivery.

4. Bidders should clearly indicate official emails of the Company, names of Directors, their contact details and close representatives of the company for day-to-day operations (this information should be put on a separate sheet in the bidding document).

5. Bidders are required to indicate the specific items they are bidding for on the bidding documents and submit one (1) original and four (3) copies.

6. Bids must be delivered in sealed envelopes clearly labeled to indicate the subject of the procurement.

7. Sealed bids must be submitted not later than 10TH/ NOVEMBER/2025 at 11:00 am.

8. Bid Opening will be 10TH/NOVEMBER/2025 at 11:30 am in the STI-OP Boardroom Plot 106 Katalima Road Naguru, Kampala in the presence of the bidders or their representatives who may choose to attend.

9. Late Submissions of bids will be rejected.
