The Ministry of Public Service is in the process of establishing the Public Service Pension Fund (PSPF), an independent legal entity under the purview of a Board of Trustees whose major responsibility is to manage a Funded Public Service Pension Scheme (PSPS). The PSPF will replace the unfunded, non-contributory, PAYGO Scheme that is currently in force. The Fund is expected to commence in FY 2026/2027 although full scale commencement (collection of contributions, investment and management of retirement benefits) is expected to start in FY 2027/2028.
In line with the reform roadmap, the Ministry has allocated funds from the Consolidated Fund for acquisition of three (03) consultancy services in FY 2025/2026 as follows: -

The Entity invites sealed Proposals from eligible bidders for the provision of the above consultancy services.
Bidding will be conducted in accordance with the Open International Bidding method contained in the Public Procurement and Disposal of Public Assets Act, Cap 205 and is open to all eligible providers.
Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below at 8(a) from 8:00 am-5:00pm on working days.
The Bidding documents in English may be gotten by interested bidders on the submission of a written application to the address below at 8 (b).
Bids must be delivered to the address below at 8(c) at or before the deadlines given in the table under item 2 above. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 8(d) at the time indicated in the table in item 2 above.
