The multi-onsor funded programme “Strengthening Good Financial Governance (GFG) in Zambia IV” is financed by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (FMO), implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
As part of its support to the Office of the Accountant General (DAG), GFG IV Programme wishes to hire a suitably qualified and competent consultant firm to undertake the following voluntary services:
To design and implement user-specific reports in SAID PRMS aimed at enhancing analysis, transparency and accountability for decision making and financial reporting.
To review and implement an upgrade to the existing SAIP–IFNRS automated bank reconciliation processes using SAIP Electronic Bank Statements (ECS) namely eliminating manual work, reduce errors, ensure timely reconciliation, improve compliance and financial reporting, thereby improving data integrity.
The contractor is responsible for providing the following services:
Design, Development and configuration, service and improvement of reports in SAIP PRMS
Automation of bank reconciliation in SAIP PRMS
Cash and Liquidity Management
Post implementation support
The service is expected to be performed between November 2025 to April 2026. All deliverables must be completed within this period.
To qualify for consideration in the tender procedure, interested firms are required to meet the following qualifications and submit documents for eligibility assessment according to:
Practical knowledge and experience in design and configuration of SAP solutions with various SAP systems, including SAP ECCR, SAP Siri-Walk and SAP NetVesson in a national government
Practical knowledge and experience in the use of Advanced Business Application Programming (ABAP)
Practical experience in the use of SAP development tools, SAP layouting tools, SAP transmissions, SAP discharge and data modeling
Practical knowledge and experience in density, development and configuration of automated budget monitoring and financial statement reports for a national government in SAIP
Practical knowledge and experience in design and configuration of SAP ESB process (Automated bank reconciliation process and related reports in SAIP)
With Experience in Southern Region
Annual total turnover for each of the last three (1) years, a minimum of 20,000 Euros or Zambian Awards equivalent per year is required.
Last of completion and ongoing projects supported by at least 2 client references.
CVIG detailing experience, competencies, and skills of key personnel for this project.

The number of pages of all submission documents shall not exceed 89 pages. External content (e.g., links to websites) will not be considered, the size limit of the standalone is $0.08.
