JOB DETAILS:
Scope of work
The scope of work will include but is not limited to the following:-
i. Lead planning, implementation, coordination and monitoring of EASP clean
cooking component in close coordination with UECCC and with the support
of the senior clean cooking technology officer. The Clean Cooking
Coordinator will take responsibility for achieving the target related to public
institutions including the target in the refugee-hosting districts. He/she will
also support coordination with key stakeholders to improve the overall clean
cooking ecosystem to make the EASP Clean Cooking Component a
success.
ii. Take responsibility for conducting in energy needs assessment for the
public institutions for the design of appropriate clean cooking solutions
which could cover a wide range of cooking technologies and fuels such as
improved biomass cookstoves, biogas, electric cooking, LPG, ethanol,
pellets/briquettes, and solar..
iii. Be responsible for studies and consultancies for determining the level of
subsidy for Public Institutions and refugee communities for deployment of
the clean cooking technologies, building on and drawing synergies with the
approaches used for off-grid electrification of public institutions.
iv. Coordinate with line ministries in selecting beneficiary public institutions to
be provided with clean cooking solutions
v. Develop appropriate monitoring and evaluation tools and methods for the
performance deployment of clean cooking technologies, including collection
of disaggregated refugee data.
vi. Identify gaps in current clean cooking standards and testing, fill the gaps by
developing/improving standards and testing capacity, and monitor the
adoption. Appropriate approaches should be considered in refugee
settlements in coordination with refugee stakeholders (OPM, UNHCR and
INGOs).
vii. Develop and disseminate awareness materials for the clean cooking
solutions .
viii. Report on progress against set targets, identify any challenges and make
recommendations for improvement of technologies’ uptake and
dissemination.
ix. Monitor compliance of procedures and operation guidelines and standards
for the technologies.
x. Coordinate and support UECCC in the implementation of the clean cooking
component of EASP, and provides technical advice and implementation
support to clean cooking RBF initiatives
xi. Engage and coordinate with the project stakeholders (e.g., the clean
cooking service providers, public institutions, line ministries, donors and
other clean cooking program implementors, UECCC, and Uganda National
Bureau of Standards) regularly to align the interests and identify synergies
to support project implementation.
xii. Document the project experience and share lessons learned periodically to
improve the project implementation and help replication of good practice by
other projects in the Country.
xiii. Prepare Regular (monthly, quarterly and annual) project monitoring reports
as may be required. Manage partner-reporting obligations and analyzes
portfolio progress on a regular basis.
xiv. Identify gaps of the clean cooking value chain and undertake capacity
building activities for key stakeholders including local clean cooking
providers and users.
xv. Manage all aspects of the clean cooking RBF initiative in Uganda from
market scoping, to selection of clean cooking companies. Monitors
progress against work plan from both activity and financial management
point of view.
xvi. Organize learning and experience sharing opportunities for government
officials, private sector representatives, national associations, and other
relevant stakeholders.
xvii. Manage and develop strategic partnerships to identify areas of cooperation
and coordination of clean cooking related activities within the Ministry.
xviii. Manage and verify achievement of milestones and targets and work closely
with Project Coordination Manager to ensure disbursements are made to
partners in a timely manner.
xix. Carry out any other duties as assigned by the Project Coordination Manager
(PCM) provided these duties contribute to achieving the development
objectives of the EASP project.

1.4 Person Specifications
a. Qualifications

i. Bachelors’ Degree in in Natural Sciences / Renewable Energy /
Natural Resource Management/ Business Administration/ Energy
Engineering field.
ii. Master’s Degree in Renewable Energy/Natural Resource
Management/ Engineering/ Sustainable Energy management/ any
Energy related field.
b. Experience:
i. At least eight (8) years’ experience with at least four (4) years at
senior level in renewable energy, specifically in clean cooking
technologies.
ii. Knowledge of the Uganda’s energy and environment sectors in
relation to clean cooking solutions.
iii. Demonstrated experience in managing Results Based Financing
(RBF) or Challenge Fund in the renewable energy sector in Uganda.
iv. Demonstrated experience in engaging and coordinating with multiple
public and private stakeholders for a development program.
v. Understanding of climate change mitigation strategies and emission
reduction benefits accruing from low-carbon energy technologies;
vi. Experience in design and management of results based monitoring,
evaluation and learning approaches is an added advantage.
