JOB DETAILS:
The National Union of Disabled Persons of Uganda (NUDIPU) is an umbrella organization promoting the rights of Persons with Disabilities in Uganda with the Vision of having "A Just and Fair Society where Persons with Disabilities live a Prosperous and Dignified Life". We exist to advocate for the rights of Persons with Disabilities in unified voice for improved livelihoods. NUDIPU is hereby seeking to recruit a competent consultant to develop a strategy for engagement of duty bearers in the East African region on disability inclusive disaster risk reduction.
Job Title: Consultant
Reports to: Programme Manager Disability inclusive Disaster Risk Reduction (DIDRR).
Job Purpose: To support in developing a strategy that can guide Organizations of Persons with Disabilities to engage with duty bearers within the East African Region to meet the specific needs of persons with disabilities in disaster risk reduction interventions.

Background to the assignment:
In 2021, NUDIPU conducted a regional baseline study in Uganda, Rwanda, Kenya and Tanzania with the objective of;
i. Establishing if operational mechanisms for rapid and effective disaster response, mitigation and recovery exist at East African level covering Uganda, Kenya, Tanzania and Rwanda.
ii. Establishing the level of disability inclusion in the mechanisms being used in DRR and suggesting the means for addressing the identified gaps.
iii. Identifying the capacity gaps within the disability sector in Uganda, Kenya, Tanzania and Rwanda to effectively engage duty bearers responsible for these mechanisms.
The baseline study was partly aimed at supporting the development of an engagement strategy that will support disability inclusion in Disaster risk reduction among mainstream actors in Uganda, Kenya, Tanzania and Rwanda. It is expected that the findings from the study will enable the development of an engagement strategy for mainstream actors to include Persons with Disabilities in all interventions to reduce disaster related risks.

Scope of the task:
The successful consultant will
• Make use of the available baseline report to closely work with NUDIPU to develop an engagement strategy.
• Consult key stakeholders including Organizations of Persons with Disabilities that were part of the baseline survey, mainstream actors especially those that participated in the survey working on disaster risk reduction and relevant Ministries, Departments and Agencies (MDAs).
• Produce an agreeable Engagement Strategy within the available period (20 working days after the signing of the contract).

Qualification, skills and Experiences:
• At least 4 years' experience in research work preferably DRR work
• Good research and writing skills
• Proven experience in developing advocacy strategies
• Good communication skills
• Experience in data analysis and presentation
• Qualifications in humanities with knowledge on disability inclusion and proven experience and training in Disaster Risk Reduction.
Duration: 20 working days after signing the contract.
