The World Food Programme’s 2026–2030 Uganda Country Strategic Plan aligns with Uganda’s Vision 2040 and focuses on ending hunger and strengthening partnerships. Centred on three integrated outcomes – crisis response, resilience building, and systems strengthening – WFP prioritizes targeted support for the most vulnerable while empowering communities to foster self-reliance. With Uganda hosting Africa’s largest refugee population and facing recurring disasters, WFP works closely with the Government and partners to ensure access to nutritious food, promote school feeding, and enhance national social protection capacities for long-term, sustainable food systems.

DESCRIPTION OF THE REQUIREMENT
Context & Intent: The United Nations World Food Programme (WFP) Uganda Country Office invites expressions of interest (EOI) from qualified consultancy firms and consortium for inclusion in a multi-category call-off roster that will support implementation of the 2026–2030 Uganda Country Strategic Plan (CSP). The roster will cover Programme, VUM (Vulnerability Analysis & Mapping), and Innovation domains.

Objective of this EOI: This EOI aims to identify capable national and international consultancies with proven expertise to deliver services across analysis and design, implementation support, and capacity transfer. Short-listed vendors may be invited to subsequent solicitations (e.g., RFPs) and/or placed on a call-off roster for tasks orders during the CSP period. Submitting an EOI does not constitute a solicitation nor a guarantee of invitation to any subsequent process; WFP may change or cancel requirements at any stage.

Scope of services (high-level): Anticipated needs include programme design and systems strengthening, assessments and analytics (e.g., market and price monitoring, IPC inputs, remote sensing/GIS); human-centred design and digital product support for pilots and scale-ups; and change management and capacity transfer with government and partners. The exact deliverables and balance of effort (advisory vs hands-on vs capacity transfer) will be defined at solicitation/task-order stage. At the EOI stage, firms are expected to demonstrate their technical capabilities relevant institutional experience, mobilization readiness, and geographical and operational coverage.
