TotalEnergies EP Uganda (COMPANY) in its capacity as Operator of Contract Area (CA) 1 and License Area (LA) 2, in conjunction with its Joint Venture Partners, invite experienced and reputable contractors to express their interest in Lease or Supply of load banks and related equipment & services for future oil production in respect of the Tilenga Project, Lake Albert Basin, Republic of Uganda.

General Field Development Description:
The Tilenga oil and associated gas development is in the Northern area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northern part of LA-2 block (Tilenga Project).

The major development facilities include the following:
• Wellpads (29) and the upstream gathering network.
• The Industrial Area containing temporary facilities and the Central Processing Facility (CPF).
• The associated supporting infrastructure (camps, roads, aerodromes etc.)

Scope of Work:
The scope of work covers the provision for the Engineering, rental or supply, operation and maintenance services for :
Scope
• Rental or procurement of load banks to manage an excess load power of 45MW of electricity.
• The scope will be divided into two phases.
o Phase 1 (Q3 2026): Load banks of 20MW connected to the 11KV/33KV grid
o Phase 2 (Q1 2027): Additional load banks to handle up to 25MW, connected to the 11KV/33KV grid resulting in a combined total of 45 MW.
• The rental or procurement of load banks associated equipment required for the connection and operation of the system (including but not limited to): transformers, switchgears, control and monitoring system, fire and gas protection system if required.
• Handle equipment transportation, lifting, installation and commissioning on site.
• (If rental) Provision of trained and competent staff to maintain and troubleshoot the installation.
• (If rental) Contract management and reporting.
• Engineering and design of load banks unit described above and their associated equipment as well as the connection to the existing electrical system or any other required integration works. (Engineering includes but not limited to: Electrical, civil, mechanical scope if any, etc.)
• Execution of all integration works defined under this scope and associated with the project in compliance with relevant oil and gas specifications.
Interested parties are welcome to participate in either the entire scope or one of the two specified scopes.

Interested parties may participate in this EOI as a single entity or as an association of companies, where they shall (individually or collectively) demonstrate the following minimum requirements.

Minimum Technical Requirements
• Proof of experience in rental or selling of load banks and associated equipment.
• Expertise in the installation, commissioning, operation and troubleshooting of load banks packages.
• Certified and qualified personnel to perform the required scope.
• Capacity to perform engineering, design and execution of integration works defined in the scope.
• Capacity to provide experienced and competent field service engineers.
• Capacity to provide remote technical support services.
• Contract management capabilities.

In addition to the above-mentioned technical capacity, the minimum requirements to participate in the Prequalification Process are.

• Mandatory Current registration to or application to be registered to the National Supplier Database as required by the 2016 Upstream Petroleum Regulations of Uganda
• Commitment to statutory National Content requirements for oil and gas operations as required by 2016 Upstream Petroleum Regulations of Uganda Health, Safety, Security, Social, Environment and Quality (HSSEQ) Management system, and related procedures in compliance with local and international standards.
• Valid applicable National or International licenses or permits including Trading Licenses.
• Qualified and Certified personnel to perform the service
• Certified equipment to perform the service
• Quality Control and Assurance capabilities
• Financial capability
• Existence of all applicable and valid ISO Certifications
• Tax Compliant
• National Social Security Fund (NSSF) Compliant for Companies registered in Uganda and its equivalent for International Companies.
• Eligible bidders should either be a Ugandan Company as defined by the Petroleum National Content Regulations, or part of a Joint Venture/Consortium with a Ugandan Company approved by the Petroleum Authority of Uganda.

Interested companies that meet the above minimum requirements should submit a request by email to: EP.FOPS.PREQUALIFICATION-UGEP@totalenergies.com for a pre-qualification questionnaire on or before 08th December 2025 not later than 17:00 hrs Kampala time (GMT+3), quoting
“Prequalification Questionnaires request Ref. No. 10461252 – Lease or Supply of a large Excess power management unit.”

Interested parties shall.

(ii) Provide, on Bidder’s Company Letterhead, details of the participating company; name and physical address, contact person including a phone and email contact and URSB business registration number or Equivalent.
(iii) Attach a copy of their Certificate of Incorporation

Note: Only pre-qualified companies will receive invitations to submit bids in furtherance of the Call for Tender process. The pre-qualification Questionnaires and later Call for Tender will be issued via COMPANY’s official e-sourcing system SAP-ARIBA.
