JOB DETAILS:
Uganda’s transport sector, particularly in urban centers like Kampala, is heavily reliant on imported fossil fuels, resulting in high levels of greenhouse gas emissions, air pollution, and unsustainable energy use. Commercial motorcycle taxis, commonly known as boda bodas, represent the second-largest source of informal employment in the country but also significantly contribute to environmental degradation, unsafe roads, and low-income livelihoods. Despite serving as a vital source of transportation and employment, the boda sector is characterized by informality, poor road safety standards, high operating costs, and limited economic security—especially for women and youth who face structural barriers to entry. The Green Hub: E-mobility Ecosystem for Climate Change Mitigation and Improved Livelihoods in Uganda is a multi-stakeholder initiative supported by the Danida Green Business Partnerships. Implemented by LM International (administrative lead), Kjaer Group, Green Hub East Africa, and Women Rising for Africa, the project aims to transform Uganda’s transport sector through the introduction and scaling of a commercially viable, environmentally sustainable e-mobility ecosystem. The project will support a shift from internal combustion engine motorcycles to electric two-wheelers (ebodas), powered by solar energy, while building local capacity, reducing carbon emissions, and creating dignified employment opportunities for underserved groups. The ecosystem approach includes the development of charging infrastructure, local vehicle assembly, asset financing, digital platforms, vocational training, and the promotion of circular economy solutions through a Circular Incubation Hub. The overall development objective of the project is to contribute to the transformation of Uganda’s boda boda sector into a sustainable, inclusive, and environmentally friendly ecosystem. This will be achieved by creating financially viable products and services that support green livelihoods for youth, women, and other underserved populations, while significantly reducing CO₂ emissions. To achieve this vision, the project will focus on three interconnected outcomes: 1. Increased income and green livelihood opportunities for underserved groups including women and youth, and local human capital built. 2. Scalable, sustainable, and commercially viable business cases in the e-mobility ecosystem, localized for Uganda and knowledge transfer facilitated within the country. 3. Improved collaboration across multiple stakeholders and sectors, resulting in a higher adoption of green transport solutions, a faster transition to sustainable mobility, increased green investments, stronger partnerships, and better policy and regulatory frameworks. The Green Hub project represents a systemic, long-term approach to development by integrating environmental, social, and economic goals. It contributes directly to Uganda’s national climate
commitments and the Sustainable Development Goals (notably SDGs 8, 9, 11, 12, and 13), and is positioned to become a scalable model for just green transition in other contexts across East Africa. 3. Purpose and scope of the baseline study Baseline purpose The purpose of this baseline study is twofold:
● To establish a comprehensive baseline for key indicators aligned with the project’s outcomes and outputs, against which future project achievements will be measured.
● To provide contextual analysis and insights into target groups and stakeholder attitudes, practices, and capacities related to e-mobility, green livelihoods, gender inclusion, and responsible business conduct. These baseline values will serve as critical reference points for monitoring progress and assessing project impact over the implementation period. The findings will also inform the refinement of MEAL tools and strategies for adaptive management throughout the project lifecycle. Baseline scope The scope of the baseline study is:
● To assess current conditions of target groups (boda riders, women, youth) in relation to livelihoods, income, skills, financial inclusion, and attitudes toward e-mobility and circular economy opportunities. The study will assess the socioeconomic conditions, knowledge levels, and behavioral patterns of primary target groups—boda riders, women, youth, and underserved communities—particularly in relation to: - Livelihoods and income security - Participation in savings groups and access to asset financing - Access to and skills in vocational training and technical education - Attitudes, motivations, and perceived barriers regarding e-mobility adoption and circular economy opportunities - Current knowledge and practices concerning road safety, EV maintenance, financial literacy, and business development
● To establish baseline values for key outcome and output indicators, including GHG emissions, employment levels, digital and physical infrastructure, training systems, and responsible business conduct. The baseline will define starting values for key outcome and output indicators as outlined in the project’s results framework, including but not limited to: - Estimated CO₂ emissions from current boda use patterns - Employment levels (disaggregated by sex, age, disability) in the e-mobility ecosystem
Status and accessibility of digital platforms and physical infrastructure (charging, service, and assembly facilities) - Availability, accessibility, and quality of training systems and green skilling programs - Prevalence of responsible business practices among partners and value chain actors ● To analyse the enabling environment, including stakeholder capacities, policy frameworks, and institutional readiness to support green transition and inclusive growth in Uganda’s e-mobility sector. The study will examine the broader ecosystem and stakeholder readiness to support and sustain a just green transition, with a focus on: - Capacities and attitudes of key institutional stakeholders, including government authorities, training institutions, private sector actors, and civil society. - Existing policy frameworks and fiscal incentives relevant to e-mobility, green entrepreneurship, and circular economy models. - Levels of stakeholder collaboration, coordination mechanisms, and regulatory predictability. - Perceptions and practices related to gender inclusion and responsible business conduct across sectors. 4. Methodology and deliverables The consultant is expected to propose a methodology that ensures credible evidence and answers to the baseline scope. The chosen approach should be clearly outlined and justified in the tender, including data collection and analysis methods that align with the baseline objectives. The baseline design and methodology should be fully developed in the technical proposal. The baseline should ensure collection of quantitative and qualitative information through both primary and secondary data sources. In particular, the project partners will make available to the consultant secondary data to be used in the study regarding the following points: - Estimated CO₂ emissions from current boda use patterns - Employment levels (disaggregated by sex, age, disability) in the e-mobility ecosystem - Status and accessibility of digital platforms and physical infrastructure (charging, service, and assembly facilities) - Capacities and attitudes of key institutional stakeholders, including government authorities, training institutions, private sector actors, and civil society. - Existing policy frameworks and fiscal incentives relevant to e-mobility, green entrepreneurship, and circular economy models. - Levels of stakeholder collaboration, coordination mechanisms, and regulatory predictability. - Perceptions and practices related to gender inclusion and responsible business conduct across sectors. A utilization-focused approach is encouraged, ensuring that intended users actively contribute to the process. The consultant should outline how partners and key stakeholders will engage in data collection, reflection, discussion, and learning throughout the baseline.
Additionally, a gender-responsive and environmentally sensitive approach must be embedded in all phases, including data collection, analysis, and reporting. In cases where sensitive or confidential issues arise, the baseline study must be designed to mitigate risks to informants and stakeholders during both data collection and dissemination phases. Deliverables and preliminary timeline The following is a preliminary definition of the desired baseline deliverables and activities and the timeline for their implementation and submission. The schedule for deliverables and activities will be further detailed during the start-up meetings.
● Start-up meeting (9 June 2025): Initial discussions with key staff, partners and stakeholders to refine expectations and finalise schedule and logistics.
● Inception report (12 June 2025): A detailed outline of the baseline approach, including methodology, key research questions, work plan, and data collection tools.
● Data collection and analysis (13 June 2025 - 27 June 2025): Completion of interviews, surveys, and focus groups, and revision of secondary data. Including initial analysis of findings.
● Validation and debriefing (30 June 2025) Presentation of preliminary findings and emerging themes to partners stakeholders for validation and refinement.
● Draft baseline report (4 July 2025): A comprehensive draft report detailing findings, analysis, and initial recommendations.
● Revision and finalization (9 July 2025): Incorporation of feedback from implementing organisations into the final report, ensuring a comprehensive and actionable baseline.
● Final baseline report (11 July 2025): A refined version of the baseline report, consolidating key findings and possible recommendations.
● Final meeting (14 July 2025): A final briefing to key stakeholders, summarizing the main results and implications for future programming. 5. Required expertise
● Extensive experience (at least 8 years) in MEAL within international development sector, including design, implementation and draft of baseline and impact assessments.
● Strong knowledge of participatory methodologies and gender- and environment-sensitive approaches.
● Proven expertise in green livelihoods, climate mitigation, and e-mobility.
● Knowledge of boda sector, asset financing, micro financing for underserved groups.
● Experience with GHG estimation and environmental indicators.
● Strong analytical, writing, and communication skills, with proven experience in delivering actionable baseline and evaluation report.
● Familiarity with the Ugandan development landscape and experience working in Uganda with strong stakeholder networks.
Being based in Kampala or having a team member with an operational presence in Kampala is considered a strong asset. 6. Budget and Consultant proposal instructions The consultant is expected to submit both a technical and financial proposal, outlining their approach, methodology, and cost estimates for the baseline. Budget and financial proposal The financial proposal should provide a detailed breakdown of costs, including:
● Consultant fees (daily or lump sum rates)
● Travel and accommodation expenses (if applicable)
● Data collection and analysis costs
● Administrative and logistical expenses
● Any other relevant costs The financial proposal should include a justification for costs, ensuring alignment with the proposed methodology and work plan. The consultant should ensure that the proposed budget is reasonable, cost-effective, and aligned with the scope of work. Technical proposal requirements The technical proposal should provide a clear and structured approach to conducting the baseline study and should include the following components:
● Scope of work: A detailed description of how the consultant plans to address the baseline purpose and scope, including the specific tasks, methodologies, and work plan.
● Experience and qualifications: An overview of the consultant’s expertise, previous baselines conducted in similar thematic areas, and relevant references.
● Understanding of the Terms of Reference: A brief explanation of the consultant’s understanding of the project´s goals, the purpose of the baseline, and how the methodology aligns with the baseline purpose and scope.
● Analysis framework: A description of the methods and tools that will be used for data collection and analysis, ensuring credibility and rigor in responding to the baseline purpose and scope.
● Report deliverables and presentation: A plan outlining the expected deliverables, including draft and final reports, validation workshops, and presentations to LM International and its partners. The consultant should also describe how findings will be communicated to partners and possibly stakeholders
