On behalf of Our client in the Manufacturing Sector, we are looking for a competent and experienced HR Supervisor-Outsourced Manpower to be based in Kampala
Reports To: Human Resource Manager
Duty Station: Kampala, Uganda.
Job Summary: The HR Supervisor - Outsourced Manpower will oversee all HR activities related to contracted and outsourced workers supporting organizational operations. This role focuses on ensuring compliance, smooth onboarding, performance management, and positive employee relations for non-permanent staff supplied by third-party agencies, while aligning with production needs and labor regulations.
Main Duties and Responsibilities
- Manage relationships with manpower outsourcing agencies: vendor selection, contract negotiation, performance evaluation, and ongoing coordination.
- Oversee recruitment, onboarding, and offboarding processes for outsourced workers to meet production staffing requirements quickly and efficiently.
- Monitor attendance, timekeeping, and payroll inputs for outsourced staff in collaboration with agencies and finance teams.
- Ensure full compliance with Ugandan labor laws, health & safety regulations, and company policies for all contracted workers.
- Handle employee relations issues, grievances, and disciplinary matters involving outsourced manpower, escalating complex cases as needed.
- Track and report key metrics such as headcount, turnover rates, absenteeism, and agency performance; identify trends and recommend improvements.
- Coordinate training and induction programs tailored to outsourced staff to maintain quality and safety standards on the production floor.
- Conduct regular audits of agency invoices, worker documentation, and statutory contributions (e.g., NSSF, PAYE).
- Collaborate with production supervisors and department heads to forecast manpower needs and address staffing gaps promptly.
- Promote a positive work environment and fair treatment for outsourced workers in line with company values.
Qualifications, Experience, and Skills
- Bachelor’s degree in Human Resource Management, Business Administration, or a related field.
- Professional HR certification (e.g., PHR, SHRM, or CHRP) is an advantage.
- 4–6 years of HR experience, with at least 2 years specifically managing outsourced or contract labor, preferably in manufacturing.
- Proven experience in vendor management and contract negotiation with manpower agencies or previous experience working with a manpower outsourced agency
- Strong knowledge of Ugandan labor laws, outsourcing regulations, and statutory requirements (NSSF, WHT, etc.).
- Proven experience in vendor management and contract negotiation with manpower agencies.
- Excellent communication, conflict resolution, and interpersonal skills.
- Ability to handle sensitive information with confidentiality and professionalism.
- Proficiency in HRIS systems, MS Office (especially Excel), and payroll-related tools.
- Willingness to work on the factory floor and occasional shift
