1. The Ministry of Local Government referred to as the "Employer" is the Project Executing Agency (PEA) for the Rural Development and Food Security in Northern Uganda (RUDSEC) project and intends to engage Consultants for which this Request for Proposal (RFP) is issued. KfW provides financing for the project; any payments are subject to the underlying financing arrangements and no party other than the Employer shall derive any rights from or have any claims to the proceeds of it.

2. The Consultancy Services under this project generally entail Detailed Architectural & Engineering Designs, ESIA Studies and Construction Supervision for rehabilitation of selected markets in the nine districts of Agago, Lamwo, Pader, Oyam, Lira, Dokolo, Kaberamaldo, Soroti and Serere under the RUDSEC Project.

3. The Consultancy Services are grouped into 3 packages as shown below:

Package 1 (Acholi Sub Region)

Package 2 (Lango Sub-Region)

Package 3 (Teso Sub Region)

14. The Employer now invites Proposals to provide the consultancy services for Provision of Detailed Architectural & Engineering Design, ESIA Studies and Construction Supervision of Selected Markets in the nine aforementioned Districts in Northern Uganda. Consultants may submit bids for a maximum of two packages but can only be awarded one (1) package. More details on the Services are provided in the Terms of Reference (Section VII).

15. Bidding will be conducted by means of the National Competitive Bidding (NCB) procedure as specified in the KfW Guidelines version January 2019, for Procurement of Goods, Works and associated Services in Financial Cooperation with Partner Countries ("KfW Guidelines, 2019"). 17. Bids must be delivered to the address indicated in clause ITC 15.6 of the bidding documents on or before 18th March 2026. Late bids will be rejected. Bids will be publicly opened in the presence of the designated representatives of the Consultants.
