Project Name: Construction of a New Bridge Across River Nile at Jinja
Contract Name: Procurement of Operations and Maintenance Equipment for the Source of the Nile Bridges Package II: Construction of Garage for Operation and Maintenance Equipment

1. The Government of Uganda has received a loan from the Japan International Cooperation Agency (JICA) towards the cost of Construction of a New Bridge Across River Nile at Jinja and intends to apply part of the proceeds towards payments under the contract for Procurement of Operations and Maintenance Equipment for the Source of the Nile Bridges Package II: Construction of Garage for Operation and Maintenance Equipment.

2. The Ministry of Works and Transport now invites sealed Bids from eligible Bidders for the construction and completion of a garage for the Operation and Maintenance (O&M) Equipment for The Source of the Nile Bridge (“the Works”) as described below:

   The Ministry of Works and Transport (MoWT) intends to construct Garage Structure on the Jinja side of the Source of the Nile Bridge, Uganda’s first cable stayed bridge, connecting Njeru Municipality to Jinja City. This site is strategically located between the Jinja - Kamuli Highway and Kyabazinga Close Road. Plot 6 and 7, Kyabazinga Close, Masese Ward, Central Division, Jinja City.

   The project involves the construction of a single-storey facility with a total floor area of 710 m² comprising:

   • Worker's Office (134 m²): Lounge, laundry, showers, toilets, and locker rooms.

   • Storage (24 m²): For equipment parts and tools.

   • Garage (304 m²): Accommodates 2 large and 6 medium-sized vehicles.

   • Working Area (14,489 m²): Paving block surface.

   • Greened Area (2,206 m²): For landscaping.

   • Perimeter Fence (262 m): With chain-link including a gatehouse, main gate, and pedestrian gate.

3. Bidding will be conducted through Local Competitive Bidding (LCB) in accordance with the procurement guidelines and regulations under Uganda’s Public Procurement and Disposal of Public Assets (PPDA) Act 1 of 2003 as well as applicable JICA Guidelines for Procurement under Japanese ODA Loans and is open to all eligible bidders under the PPDA, as defined in the Bidding Document.

4. Interested Bidders may obtain further information from and inspect the Bidding Document during office hours at:

5. The Bidding Document may be purchased from MoWT for a non-refundable fee of Uganda Shillings Three Hundred Seventy Thousand (UGX 370,000). Bidders shall make payment through the following two key options:
   (1) PPDA Online Tendering Facility (procedures, terms and conditions of accessing the facility apply as specified on the PPDA website).
   (2) Payment at Bank and Collection of Documents from MoWT. For any payment under Option (2), the Bidders shall request a Payment Registration Number (PRN) from the address above to facilitate payment. Use Uganda Revenue Authority (URA) e-tax portal at any bank in Uganda. The Bidders shall then submit a written application to the address above and upon payment of the non-refundable fee of Uganda Shillings Three Hundred Seventy Thousand (UGX 370,000). The document will then be collected after submitting evidence of payment from the address above.

6. Bids must be delivered to the address indicated in Paragraph No. 7 below on or before 11:00 a.m. on 6th February, 2026. Each bid must be accompanied by a security of Uganda Shillings Forty Million (UGX 40,000,000).

7. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the offices as specified in the Bidding Document.
