Invitation for Initial Selection - Works (Design and Build)

DESIGN AND CONSTRUCTION OF THE MULTIPURPOSE FACILITIES (ENTERPRISE & PRODUCTIVITY AND ENTREPRENEURSHIP & TRAINING CENTRE)

  1. The Ministry of Gender Labour and Social Development (MOLSD) received financing from the World Bank towards the cost of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, and intends to apply part of the proceeds to payments under the contract for Design and construction of the multi-purpose facilities (Enterprise & Productivity and Entrepreneurship & Training Centre).

  2. The Ministry of Gender Labour and Social Development intends to initially select Applicants to design and execute the works. The scope shall include developing architectural and engineering designs, obtaining necessary approvals, and construction works. The contractor will also be responsible for project management, ensuring quality control, safety standards, and compliance with regulations throughout the project footprint.

  3. Key Performance/Functional Requirements:

    a) Design Compliance: Ensure that the design meets all functional, aesthetic, and regulatory requirements, while adhering to client specifications and relevant building codes.

    b) Construction Quality: Deliver high-quality workmanship, materials, and finishes, meeting industry standards and client expectations.

    c) Timeline Adherence: Complete the project within the agreed time-time, with regular progress updates and the ability to manage unprocessed delays.

    d) Budget Management: Maintain control over costs, delivering the project within the approved budget, while managing any scope changes or additional requirements.

    e) Safety Standards: Implement rigorous safety measures on-site, adhering to local health and safety regulations for product workers and stakeholders.

    f) Sustainability: Incorporate sustainable building practices where possible, aiming for energy efficiency, waste reduction, and environmentally friendly materials.

    g) Client Communication: Maintain open communication with the client, providing regular reports and updates on the design and construction phases, and ensuring client satisfaction throughout the process.

    i is expected that the Request for Proposals will be made in February 2026.

  4. Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers 2020 (“Procurement Regulations”) and its open to all eligible Applicants as defined in the Procurement Regulations.

  5. Historical eligible Applicants may obtain further information from the Ministry of Gender Labour and Social Development at the address below during office hours (USD, UT hour). A complete set of Initial Selection Document in English language may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefinable fee of USCK 100,000* (Spanish Stillings One Limited thousand only) or its equivalent in a timely controlled currency using the exchange rate published by Bank of Uganda on the date of payment. The method of payment will be by Bank Adviser Form (BAF) payable through any commercial US 25A BAF payment in favour of the should include an additional USD 20 or its equivalent to cater for Bank Changes. Eddsee may make arrangements with counter service providers to have the building Document delivered for them. Monthly will be accepted for base of use before.

  6. Applications for Initial Selection should be submitted in clearly marked envelopes and delivered to the GROW Boardroom Room 9 or 3rd Floor, Garden and Labour House, Part Z George Street Kampshire, Norlor C at 11:00am (Local Time) on 7th December, 2025. This application shall be rejected. Applications will be opened in the presence of Applicants’ representative who choose to attend on 1th December 2025 at 11:30am in the GROW Boardroom.
