Lead Instrument ICSS Engineer – Uganda

On behalf of a major Oil & Gas operator, WRS are currently seeking a highly experienced Lead Instrument/ICSS Engineer to join a major onshore oil & gas development project in Uganda. This residential role in Kampala offers the opportunity to play a critical part in the operational readiness and long-term performance of one of the most complex greenfield developments in the region. The project spans over 400 wells, a state-of-the-art production facility, and a vast network of infrastructure in a remote and environmentally sensitive area near Lake Albert. It represents a technically challenging and high-impact opportunity for seasoned professionals.

The role will be working on a 12 month renewable contract, paying a day rate in USD.

Key Responsibilities

  • Lead the Instrumentation and Industrial Control Systems Safety (ICSS) function during both project and operational phases.
  • Oversee the development and implementation of Maintenance and Inspection Engineering (MIE) strategies for instrumentation and controls.
  • Review and validate technical documentation from EPC and MIE contractors.
  • Ensure readiness of spare parts, software, procedures, and testing protocols to support operational excellence.
  • Act as the affiliate’s Local Industrial Cybersecurity Officer (L-iCSO), responsible for industrial network integrity and cybersecurity compliance.
  • Support commissioning/start-up teams and manage the interface between operations and vendors during FATs/SATs.
  • Prepare technical Scopes of Work for specialized maintenance contracts and participate in the tender process.
  • Coordinate with regulatory bodies to ensure technician training programs and certification requirements are met (e.g., Class Z approval).

Operational Duties

  • Provide expert technical support for instrumentation, controls, and safety systems.
  • Lead investigations and root cause analysis for system outages or failures.
  • Ensure compliance with local legislation, company standards, and international codes.
  • Act as SECE and SIL/SIF Guardian for critical performance and safety systems.
  • Manage backups, change tracking, and cybersecurity audits post-startup.
  • Monitor budgetary performance for relevant discipline scopes and provide accurate reporting.

Requirements

  • Degree in Electronic, Instrumentation, or Industrial Control Engineering from an accredited university.
  • Minimum 12 years’ experience in instrumentation and ICSS maintenance within oil & gas or petrochemical industries, including at least 2 years on an operational facility.
  • Previous experience working for an oil & gas operator 
  • Strong understanding of industry standards (e.g., NEC, NEMA, IEC, ATEX, NORSOK).
  • Demonstrated supervisory experience in complex, multidisciplinary environments.
  • Experience with cyber-secure industrial automation systems is a plus.
