Job Purpose
Provides strategic, financial, and operational leadership for TECO. Accountable for sustainable business growth, profitability, quality assurance, innovation, client satisfaction, and organisational performance. Drives business development, strengthens stakeholder relationships, oversees project delivery, and promotes a high-performance culture.

Key Duties & Responsibilities
Strategic Leadership and Governance
- Provide strategic leadership and direction in line with TECO's vision, mission, and long-term business objectives.
- Lead development and execution of strategic plans, annual business plans, operational budgets, and performance targets.
- Advise the Board on strategic opportunities, operational risks, market trends, and investment priorities.
- Establish and maintain strong governance systems, policies, internal controls, and accountability frameworks.
- Drive institutional growth, operational efficiency, and organisational transformation initiatives.
Business Development and Market Positioning
- Lead business acquisition initiatives including networking, partnership development, proposal negotiations, and market expansion.
- Oversee preparation and submission of high-quality technical and financial proposals.
- Develop strategic partnerships with government agencies, private sector clients, development partners, and professional institutions.
- Identify emerging opportunities, innovations, and diversification areas to strengthen TECO's competitiveness.
- Promote TECO's corporate image, visibility, and professional reputation.
Project and Operational Management
- Ensure timely, cost-effective, and quality implementation of consultancy assignments and projects.
- Monitor project performance against agreed deliverables, timelines, budgets, and quality standards.
- Ensure efficient allocation and utilisation of financial, technical, and human resources.
- Oversee implementation of quality assurance, occupational health and safety, and environmental compliance standards.
Financial and Risk Management
- Ensure sound financial management, profitability, and sustainability of the company.
- Oversee budgeting, cash flow management, statutory compliance, audits, and financial reporting.
- Ensure timely compliance with PAYE, NSSF, tax obligations, licensing, and regulatory requirements.
- Monitor business risks and establish mitigation measures.
People and Performance Management
- Build and maintain a high-performance organisational culture.
- Oversee recruitment, performance management, staff development, succession planning, and employee engagement.
- Promote teamwork, innovation, accountability, and continuous learning.
- Prepare and present quarterly and annual performance reports to the Board.
- Represent TECO in professional, regulatory, and stakeholder engagements.
Qualifications
- Bachelor's Degree in Civil Engineering, Architecture, Construction Management, Quantity Surveying, Project Management, or related field.
- Master's Degree in Business Administration (MBA), Project Management, or related discipline is an added advantage.
- Professional registration with a recognised professional body is required.
- Training in corporate governance, strategic leadership, or business development is an added advantage.
Experience
- Minimum of 10 years' relevant professional experience in consultancy (engineering, infrastructure development, architecture, planning, or project management).
- At least 5 years in senior management or executive leadership.
- Demonstrated experience in business development, contract negotiation, stakeholder engagement, and project portfolio management.
- Proven track record of leading multidisciplinary teams and delivering complex projects.
