ASSIGNMENT: CONSULTING SERVICES FOR COMPREHENSIVE REVIEW AND UPDATING OF ESIA STUDIES FOR NYIMUR IRRIGATION SCHEME
Government of Uganda has received financing from the World Bank towards the cost of the Irrigation for Climate Resilience Project (ICRP) and intends to apply part of the proceeds for Consulting services for Comprehensive Review and Updating of ESIA Studies for Nyimur Irrigation Scheme.
The overall objective is to carry out Comprehensive Review and Updating of ESIA Studies for Nyimur Irrigation Scheme in Larmu District. This will include the establishment of a socio-environmental baseline, assessment of proposed development options, scoping, prediction of the magnitude and significance of environmental and social impacts, recommending mitigation measures for identified impacts, and developing how they can be incorporated into project design and implementation plans. The study will be undertaken within the framework of the Government of Uganda as well as World Bank Environmental and Social Framework (ESF) requirements.
The consulting services (“the Services”) will entail, Establishment of a Socio-Environmental Baseline, Socio-Environmental Scoping, Policy, Legislative, Regulatory and Administrative Considerations, Determination of the potential impacts of the proposed projects, Formulation of Mitigation Measures, Analysis of alternatives to the proposed project, Preparation of an environmental flow assessment report, Review and incorporation of Dam Safety Plans into the ESMP, Development of Environmental and Social Management Plan (ESIMP) and Preparation of the Integrated Pest Management Plan (IPMP).
The implementation period of the assignment is 12 months.

The Ministry of Water and Environment (MWE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:
A Minimum of eight (8) years of core business in undertaking Environmental and Social Impact Assessment (ESIA) Studies for medium to large scale infrastructure projects.
Submit the firm’s organization to demonstrate the firm’s technical and managerial capability.
Experience of the at least (5) similar assignments for Medium to large scale irrigation schemes, dams/reservoirs, medium scale to large scale hydropower, medium to large scale water supply and management infrastructure projects in Sub-Saharan Africa.
Firm should have experience in providing ESIA for World Bank funded Projects.
Presence of appropriate skills among staff including: Team Leader / Environmental Assessment Specialist, Social Expert, Hydrological, Aquatic Ecology & Fisheries Specialist and Air Quality & Noise Expert. (Please do not submit CVs and bio data of experts at this stage).
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 (Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on Conflict of Interest.
Consultants may associate with other firms to enhance their qualifications in the form of a joint venture and/or lead sub-consultancy. Consultants shall indicate clearly whether the association is a joint venture and/or sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Consultant Qualification Selection (CQS) Method set out in the World Bank’s Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020.
