CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Development Area located in Holma and Kikoube District.

REQUEST FOR EXPRESSION OF INTEREST FOR PROVISION OF PHOTOGRAPHY, VIDEOGRAPHY AND EVENTS MANAGEMENT SERVICES (RFP-CUL-L-00794)

CNOOC Uganda Limited invites Expressions of interest from qualified service providers with demonstrated capability to provide photography, videography and events management services. The services are intended to support accurate documentation of project activities, milestones, community engagement, and corporate culture while enabling consistent visual storytelling and effective stakeholder engagement.

Minimum Requirements:

1. Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas Sector.

2. Experience of HSE policy, procedures and process in compliance with the Ugandan petroleum regulations, ISO Performance Standards and the International Industry Standards.

3. Proven track record in provision of similar services, in Uganda, East Africa or Internationally.

4. Suitable qualified and experienced personnel.

5. Operational capacity to provide the scope of services and equipment in a timely manner.

6. Financial capacity to undertake the eventual contract.

7. Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda.

8. Possession of relevant certifications/approvals from national and international bodies.

9. Preference shall be given to suitably qualified and legally registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations.

10. Bidders should strictly comply with Regulation 5 (Priority of Uganda goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. Any bidder shall solely bear all the risks and consequences caused by the non-compliance.

11. Parent company and its subsidiary are not allowed to participate in the bidding for the same bid (section) of a tender, or a tender not split into this (section). Otherwise, both the parent company and its subsidiary’s bidding proposals shall be treated as null and void.

12. Option 1: EOI and PQ can be submitted using the COIBID system.

13. First create an account in the system by logging into https://www.coibid.com and follow instructions to create an account as supplier.

15. Once your account is ready as per step 13 above, login into the system and select “PHOTOGRAPHY, VIDEOGRAPHY AND EVENTS MANAGEMENT SERVICES” by downloading and uploading PQ documents not later than January 13, 2026 by 5pm EAT.

17. Only bidders who are registered and timely submit PQ documents in the eP system shall be considered for PQ evaluation.

18. Only bidders that successfully pass the PQ stage, shall receive Request for Proposal.

1. It is mandatory for all bidders to use Option No.1 above. Bidders having challenges using Option No.1, have to seek an official support from the persons mentioned above and still can use Option No.2.

3. Your submission shall be received on or before January 13, 2026 by 5pm EAT.

Request for Proposals will be issued to those who shall have successfully passed the Pre-qualification stage.
