Busega-Mpigi Expressway (26.7Km)
REQUEST FOR EXPRESSION OF INTEREST

The Government of Uganda (GOU) has received financing from the African Development Bank (AfDB) towards the cost of the Multinational Uganda/ Rwanda: Busega-Mpigi and Katuna-Mirama-Rusumo Road Projects to fund the Busega-Mpigi Expressway (26.7Km), and intends to apply a portion of the proceeds of the loan towards the Construction Supervision of Busega-Mpigi Expressway.

The objective of the assignment is for the Consultant to undertake construction supervision and monitoring of the physical and financial progress of the construction works on behalf of MoWT by ensuring that the works are completed in time within budget and meeting the acceptable Engineering and Safety requirements.

Specifically, the consulting services will comprise the following

i. Project scope appreciation through checking of the approved designs, completed works and project documents.
ii. Supervision of the civil works for the construction of Busega-Mpigi Expressway, as the “The Engineer” under “General Conditions” which form part of the Regulations of Contract for Construction for Building and Engineering Works Designed by the Employer (“Red Book”) including during the Defects Liability Period, to ensure that construction and conformity to desired standards can be met.
iii. Facilitation of Implementation of Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP) and Resettlement Action Plan (RAP).
iv. To ensure high quality construction with full compliance to the Engineering Design, Drawings, Technical Specifications, and other contract documents within the stipulated timelines.
v. Proposing remedial actions to minimise slippages, cost overruns and delays by the Contractor.
vi. To ensure compliance and adherence during Construction to all social environmental safeguards’ requirements prescribed under the Contract.

  1. The duration of the assignment is expected to be thirty-six (36) months and twelve (12) months of Defects Notification Period.

  2. The Government of Uganda (GoU) through Ministry of Works and Transport now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

  3. Eligibility criteria, establishment of the short list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group-funded Operations” approved October 2015, which is available on the Bank’s website at http://www.afdb.org.

  4. Further information can be obtained at the address below during office hours between 0900 to 1700 hours (local Time) Monday to Friday.

  5. Expressions of Interest in English in one (1) original and two (2) copies must be delivered to the address below on or before at 11:00 a.m. on 08th January 2024 with the envelope or package clearly marked “Expression of Interest for Consultancy Services for Construction Supervision of Busega - Mpigi Expressway (26.7km)”.

  6. Expressions of Interest will be opened in the presence of the applicants’ representative who choose to attend at the address below on 08th January 2026 at 11:30 am.
