REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTING SERVICES

COUNTRY: Uganda NAME OF PROJECT: Uganda – Creating Inclusive Jobs Project GRANT NO.: P176745 ASSIGNMENT TITLE: Consultancy to Undertake a Study on Female Labour Force Participation and Productivity in Selected Economic Sectors in Uganda. REFERENCE NO.: UG-MOGLSD-421875-CS-CQS

The Government of the Republic of Uganda received financing from the World Bank toward the cost of the Uganda – Creating Inclusive Jobs Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include undertaking a study to identify key constraints affecting female labour force participation and productivity in selected economic sectors in Uganda and provide recommendations for policy and program interventions. The duration of the assignment is 4 calendar months.

The Ministry of Gender, Labour and Social Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria include: (i) The consultant firm should have at least 10 years of experience in socio-economic research and analysis. (ii) Proven track record of conducting gender assessments. (iii) Evidence of undertaking similar assignments in Uganda or similar developing country context. (iv) Availability of key staff with requisite qualifications and experience.

The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
