Background

The Technical and Vocational Education and Training (TVET) Council is established as the national apex body responsible for the regulation, coordination, quality assurance, and strategic oversight of Technical and Vocational Education and Training system in Uganda, in line with the TVET Act, 2025.

Responsibilities

The Senior Planner is responsible for supporting the development, implementation, monitoring and review of the TVET Council’s short-, medium- and long-term strategic and operational plans. The position provides strategic planning, performance monitoring, analytical and reporting support to ensure that the Council’s programmes, annual work plans and resource requirements are aligned with its mandate, national development priorities and the needs of Uganda’s evolving labour market. The Senior Planner contributes to evidence-based decision-making through strategic analysis, performance assessment, stakeholder engagement and the preparation of planning and performance reports.

Duties and Responsibilities

  • Lead the development, review and implementation of the TVET Council Strategic Plan and other medium and long-term planning frameworks.
  • Coordinate the development of the Council’s annual work plan and budget to ensure alignment with strategic priorities and approved programmes.
  • Develop implementation frameworks, including activity schedules, timelines, resource requirements, key performance indicators and monitoring mechanisms for the effective operationalisation of strategic objectives.
  • Support the integration and alignment of the Council’s strategic plan, annual work plans, programme budgets and performance management frameworks.
  • Coordinate periodic reviews of strategic and operational plans and recommend adjustments based on emerging priorities, performance results and changes in the operating environment.
  • Develop and maintain planning and performance monitoring tools, indicators, targets and reporting frameworks, and track progress against approved work plans and strategic objectives.
  • Analyse performance data to produce periodic performance reports, ministerial policy statements, budget framework documents and other planning and performance submissions as may be required by Government.
  • Prepare management briefs, presentations and reports.
  • Conduct diagnostic, situational and baseline assessments, and analyse trends relating to access, quality, relevance, governance, financing and labour market alignment to inform strategic planning and policy development.
  • Support the costing of strategic and operational plans and participate in the preparation of programme and project workplans and budgets.
  • Support planning and budgeting processes using the Government of Uganda Programme Budgeting System (PBS) and the Programme Implementation Action Plans (PIAPs) under the National Development Plan, analyse budget performance and resource utilisation to support evidence-based decision-making.
  • Facilitate engagement and consultations with Government MDAs, TVET providers, employers, Sector Skills Councils, development partners and other stakeholders on strategic planning and performance matters.
  • Perform any other duties as may be assigned by the Manager, Strategic Planning, Monitoring and Evaluation.

Qualifications

  • Master’s degree in economics, Public Policy, Statistics, Monitoring and Evaluation or a related field.
  • A minimum of a bachelor’s degree in economics, statistics, planning, public policy, business administration or a related field is required.

Experience

  • At least six (6) years of relevant working experience in strategic planning, development planning, performance planning, monitoring and evaluation or policy analysis within the public, Government, TVET or development sector in Uganda.
  • Experience in programme-based planning and budgeting, including use of the Government of Uganda Programme Budgeting System (PBS), and familiarity with Uganda’s TVET system will be an added advantage.

Knowledge and Skills

  • Proficiency in strategic and operational planning, performance management and results-based frameworks, including logical frameworks, key performance indicators and the Government of Uganda Programme Budgeting System (PBS).
  • Exceptional analytical, quantitative and report-writing skills for translating data into practical planning and management recommendations.
  • Strong interpersonal, coordination and communication abilities for engaging diverse stakeholders in a multi-sectoral environment.

Physical Demands: Full Time

Travel requirements: Office-based with minimal travel to regional offices, TVET institutions/providers. May be required to travel out of the country to establish best practices within the region/internationally.
