Job Summary:
The Senior Technical Specialist, Human Resources for Health (HRH) will work closely with EpiC project leadership, the Uganda Ministry of Health (MOH), and other Government of Uganda stakeholders to ensure the sustainable delivery of life-saving HIV care and treatment services through a skilled health workforce. S/he will provide targeted technical support to facilitate the absorption of PEPFAR-supported staff into government systems. S/he will oversee interim financial support for PEPFAR-funded staff to prevent disruptions in delivery of HIV care and treatment services while the leading the roll out of the MoH’s HRH absorption roadmap in the seven regions of Acholi, Ankole, Lango, Kigezi, East, East-central and Karamoja.. This is highly collaborative, working in tandem with MOH to strengthen governance and workforce planning and management.
Accountabilities
- Supports the design, implementation, and monitoring of EpiC Uganda project activities as it relates to strengthen governance and HRH planning and management.
- Leads technical assistance in implementing the MOH HRH absorption plan, including cadre prioritization exercises, wage bill analysis, and integration of PEPFAR-supported staff into government systems.
- Collaborates with Health Service Commission, Public Service Commission, and District Service Commissions to integrate HRH absorption plans into FY2026/2027 government planning and budgeting cycles.
- Strengthens implementation and utilization of the Integrated Human Resource Information System (iHRIS) for comprehensive workforce planning, recruitment, deployment, and monitoring across public and private not-for-profit sectors.
- Coordinates responsible transition of PEPFAR-supported staff to Government of Uganda budgets while ensuring continuity of HIV care and treatment services.
- Works closely with District Local Governments, faith medical bureaus, and implementing partners to facilitate seamless staff transitions into respective facility structures and payrolls.
- Supports the development and implementation of EpiC Uganda project workplans and budgets related to HRH activities.
- Contributes to the preparation of timely and accurate technical reports specific to EpiC Uganda HRH activities.
- Contributes to the achievement of high-quality results in accordance with the HRH-related targets and deliverables identified in the work plan and Performance Monitoring and Evaluation Plan.
- Contributes to providing and reviewing regular performance data.
- Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
- Receives technical guidance and mentorship from senior staff, including the EpiC Uganda Technical Director, Senior Technical Advisor, and others.
- Takes swift action to implement technical recommendations from the Technical Director, Senior Technical Advisor, and other relevant entities.
- Assists in developing lessons learned from activities related to HRH within EpiC Uganda and contribute to applying these lessons to improve both existing programs and the design of new programs.
- Perform other duties as assigned.
Qualifications
- Master’s degree in public health or related field, or its International Equivalent.
- 6+ years of relevant experience in strengthening and management of human resources for health and other health systems in Uganda.
- Extensive knowledge of Uganda’s health systems, including familiarity with the national health information management system and national protocols, guidelines and standards for HIV service delivery, with a strong understanding of financing for human resources.
- Experience in HIV/PEPFAR program design, implementation, and monitoring in Uganda, including collaboration with MOH and other government counterparts.
- Previous experience working with NGOs implementing United States Government-funded programs.
- Ability to meet tight deadlines and deliver high volumes of work with minimal supervision.
- Excellent report writing, analytical, and communication skills, including oral presentation skills.
- Proficiency in Microsoft Office applications such as MS Word, Excel, and PowerPoint, and well-developed computer skills.
- Ability to travel within Uganda.
- Written and oral fluency in English.
Typical Physical Demands:
- Typical office environment.
- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
