Mercy Corps is implementing the SUSTAINED project (Supporting Stronger Access to Innovative Energy Solutions in Displacement Settings) which is in its second phase. The project aims to enhance access, uptake and usage of clean and renewable energy technologies solutions for cooking and productive use of energy using an MSD approach. The program responds to persistent challenges of climate change such as deforestation for cooking and lighting, high carbon emissions for using fossil fuels as well as PUE solutions for areas largely off grid.
The SUSTAINED program is being implemented in Yombe, Bidi Bidi, Rhino Camp, Terego and Mad Okollo. The aim at ensuring that 10,000 households have access to renewable energy, 40,497 tons of carbon dioxide avoided, 7,800 people reached with awareness campaigns, 170 groups (4,250 people) strengthened in clean cooking, PUE and financial literacy with a focus on Rhino Camp & Bidi-Bidi Settlement and key areas in Yombe, Mad Okollo & Terego districts in Uganda’s West Nile Region.
To achieve meaningful change, the program focuses on three interrelated outcomes:
Outcome 1: Demand Activation: Which aims to raise awareness and drives adoption of renewable energy technologies such as solar systems and clean cooking stoves. This involves community training, demonstration sites, and partnerships with local groups.
Outcome 2: Supply-Side Strengthening: This addresses supply-side challenges by supporting private sector actors through tailored financing models, market intelligence, and distribution network development. This includes training last-mile retailers and addressing quality assurance and after-sales service issues.
Outcome 3: Enabling Environment: The third intervention targets the enabling environment by collaborating with policymakers to strengthen regulatory frameworks, improve coordination among stakeholders, and align efforts with national and international energy strategies.
Mercy Corps invites eligible service providers to submit their intent to bid in reference to the above tender.
If you are interested in submitting a bid, you will need to complete an individual intent to bid form and submit it according to the guidelines below.
The service providers can request for the Intent to Bid Form through sending an email to ugtenders@mercycorps.org clearly stating the tender number they intend to bid OR Intent to Bid Form can be picked up at respective Mercy Corps office.

Completed Intent to Bid Forms must be submitted to Mercy Corps by Monday 09 February 2028, 5:00 PM in one of the below methods. Email completed Intent to Bid Form together with the supplier form to ugtenders@mercycorps.org with the Tender Reference Number and company name in the email subject line.
Return completed Intent to Bid Form in person to Mercy Corps office mentioned above. The Tender Reference number and company name should be written in the envelope.
After the closing date of this Tender Notice, the Request for Bid (RFB) will be sent to the service providers who submitted Intent to Bid Forms only.
