Consultancy Overview

Assignment: Develop a Training Toolkit for Local Government Officials on Meaningful Youth Engagement (MYE)
Location: Kampala

Project Duration: April 2025 – December 2027.
Assignment Duration: 15 Working Days 

Preferred Start Date: 23rd February 2026 

Preferred End Date: 13th March 2026

 

Project Background

Restless Development, through the Promoting Youth Inclusion in Governance and Accountability (YIGA) Project, conducted a comprehensive gender and youth inclusion assessment across nine (9) districts in Karamoja. The assessment examined the extent to which district local governments and community structures enable meaningful participation of youth and women in governance and decision-making processes and findings from the assessment are to inform capacity training needs for Local Government officials on Meaningful Youth Engagement (MYE) Principles.

Meaningful Youth Engagement (MYE) is a core approach that ensures young people are empowered to actively participate in decision-making processes that affect their lives. Local Government authorities play a critical role in translating MYE principles into practice through inclusive planning, budgeting, service delivery, and governance processes.

 

Purpose of the Consultancy

The purpose of this consultancy is to design and develop a comprehensive Training Toolkit to build the capacity of Local Government officials to understand, apply, and institutionalize Meaningful Youth Engagement principles within their policies, programmes, and governance processes. Consultant Requirements.

Qualifications & Experience:

The consultant should have:

  • Demonstrated expertise in curriculum or training toolkit development.
  • Strong understanding of Meaningful Youth Engagement principles and Proven experience in youth engagement, youth participation, or governance programming.
  • Experience working with or training government or public-sector officials.
  • Knowledge of adult learning and participatory training methodologies.
  • Familiarity with Restless Development’s MYE approach is an asset
