Your mission

Scope of the Assignment
1) The selected consultant will review the baseline tool which will be provided along with the MEL framework and indicators and adapt to Uganda context upon signature of the contact.
2) Carry out an initial assessment in the subject areas for each organization to jointly identify the gaps and present the gaps: summarize and present the identified skill gaps for each organization across each key subject area.


3) Develop a baseline assessment with identified gaps. Results of the detailed assessment per topic per partner including the baseline assessment results (showing current status of partners and identified gaps).
4) Co-create/co-develop a detailed action plan with timeline: work collaboratively with each in-country partner to create an action plan for all key areas aimed at implementing the learned skills, addressing the gaps, aligning the policies and establishing a self- monitoring and reporting system to track capacity improvements in at least 3 key areas in coordination with War Child.

Consultant Selection Criteria
War Child is looking for a consultant that at least present the following:
Demonstrated Experience: Proven experience working with local/international organizations on capacity gap assessments.
Location: Must be based in Uganda.
Contextual Understanding: In-depth knowledge of organizational structure at non- governmental organizations.
Technical Expertise:

  • Proficiency in the areas mentioned above.
  • Demonstratable prior experience in conducting similar assessments in the non- profit sector.
  • Excellent oral and written communication and presentational skills.
  • Written fluency required in English.

Humanitarian Standards Knowledge: Familiarity with core humanitarian standards and principles, including humanity, impartiality, neutrality, and independence.
Confidentiality and Informed Consent: The consultant must ensure the confidentiality of all data collected during the assessment, anonymizing participant identities and securely storing data. Informed consent must be obtained from all participants, ensuring they understand their rights to voluntary participation and assessments.
Protection, Safeguarding, and Ethical Conduct:
The consultant must adhere to the "Do No Harm" principle, ensuring that data collection does not expose participants to harm or distress. Special care must be taken to protect vulnerable populations, ensuring cultural sensitivity, gender inclusivity, and safeguarding of participants.
Availability: Availability to carry out the assignment between 1st to 30th September 2025 
Financing the assignment
Payment will be as follows:

  • 50% of the fees to be paid at the start of the assignment.
  • 50% of the fees to be paid upon endorsement of the final report.

Key Areas Indicator definition Programming: Programming refers to the strategic design, planning, implementation, monitoring, and evaluation of projects and activities that address the needs of affected populations and contribute to the organization’s mission. Examples of programming subcategories including but not limited to planning, programming and MEAL related to MFA's thematic objectives. Policy (influencing/analysis/ formulation Capacity strengthening of External policy analysis, external lobby and external advocacy capacities, and area related external policy development. (Internal policy developments do not fall under this category, for example, HR, MEAL, Procurement, etc.) Fundraising The process of securing financial resources from diverse funding streams (e.g., donors, grants, individual contributions) to sustain operations and achieve programmatic goals. Examples of Fundraising subcategories including but not limited to identifying funding opportunities, donor engagement, and mobilizing unrestricted funding to support core organizational functions, and area related internal organizational policy development. Financial Means the planning, management, and reporting of the organization’s financial resources to ensure transparency, sustainability, and accountability. Examples of Financial subcategories including but not limited to budgeting, financial reporting, cash flow management, financial diversification, revenue-generating activities, and non-donor funding sources, and area related internal organizational policy development. Administrative The systems and processes that support day-to-day operational efficiency, such as procurement, logistics, and office management. examples of administrative subcategories including but not limited to office management, documentation, procurement, and compliance with policies, archiving, technological automations etc, and area related internal organizational policy development. Human resources The function responsible for managing an organization’s workforce. HR is involved in but not limited to recruitment, employee development, performance management, compliance with labor laws, and area related   internal organizational policy development. Fiduciary Refers to the ethical and legal obligation to manage organizational assets (including donor funds) responsibly, ensuring accountability and minimizing risk. Examples of sub-categories including but not limited to compliance, audit, and area related internal organizational policy development. Strategic organizational leadership Strategic planning/Leadership, decision making, Communication and visibility, networking and partnerships   3) Develop a baseline assessment with identified gaps.
