Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)

Background

The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems and operational support
  • Global and local collaboration to improve availability of health commodities

Purpose

The Data Analytics and Visualization Specialist works with the M&E team to develop and deploy complex data products, analytics, and dashboards that generate insights, support decision-making, and add value across the GHSC-PSM project. In close collaboration with project stakeholders, the Specialist analyzes diverse supply chain and program data, addresses reporting challenges, and develops Power BI dashboards and visualizations that strengthen performance monitoring, promote data use, and advance a culture of data-driven decision-making within the organization.

Principal Duties and Responsibilities

Data management and systems integration

  • Extract, clean, validate, transform, and integrate large datasets from DHIS2, Uganda EMR, NMS ERP, JMS ERP, OSSR, and OFSSR using Power Query, SQL Server, Excel, and Azure services.
  • Consolidate and triangulate datasets from NMS, JMS, DHIS2, EMR, and facility ordering systems to strengthen full supply chain visibility.
  • Collaborate with the MIS Advisor to secure access to key data sources, including indicator definitions, warehouse datasets, and ERP outputs from MOH, NMS, and JMS.
  • Identify data quality gaps in datasets, dashboards, and analytics outputs; implement corrective actions and process improvements.
  • Maintain documentation for data pipelines, analytical workflows, data structures, and models to ensure continuity and system sustainability.
  • Ensure adherence to data governance, data security, and data integrity standards across all analytics products.

Data analytics and performance monitoring

  • Conduct deep-dive analytics on stock status, supply chain performance, warehouse and distribution data, and service delivery trends.
  • Generate advanced insights to inform quantification, procurement planning, stock risk identification, and supply chain optimization.
  • Lead analytics for priority performance monitoring areas to strengthen visibility, efficiency, and accountability within the supply chain.
  • Respond to ad hoc analytical requests from DOS, MOH, and GHSC-PSM teams with timely and accurate analytical outputs.

Dashboard development and data visualization

  • Design, automate, and maintain advanced Power BI dashboards, data models, DAX measures, and visualization templates for all GHSC-PSM reporting requirements.
  • Build automated data refresh pipelines and implement standards for visual design, interactivity, and user experience.
  • Convert complex datasets into concise, visually engaging insights for MOH, DOS, warehouse teams, and implementing partners.
  • Document and maintain technical specifications for dashboards and analytics products.

Collaboration and capacity strengthening

  • Work closely with procurement, warehousing/distribution, and systems support teams to ensure analytics are aligned with technical needs.
  • Collaborate with the MOH-based MIS Advisor to improve data flows, source system quality, and accessibility of LMIS/ERP data.
  • Strengthen internal capacity by conducting training and coaching GHSC-PSM and MOH teams on use of dashboards and data visualization tools.
  • Promote a data-driven culture through regular dissemination of analytical insights and participation in performance review meetings.

Planning and compliance

  • Support the M&E Manager in planning and tracking analytics priorities, dashboards under development, and reporting timelines.
  • Ensure compliance with Chemonics data management standards, DOS requirements, and internal quality assurance processes.
  • Contribute data-driven inputs during technical working groups, stakeholder meetings, and program reviews.
  • Perform any other duties assigned by the supervisor.

Qualifications and Desired Attributes

  • Bachelor’s degree required in statistics, quantitative economics, computer science, data science or related field
  • Master’s or other advanced degree in the relevant field is an added advantage
  • Minimum 5 years of relevant work experience in data analytics, visualization, or monitoring, evaluation, and learning.
  • Microsoft Certified: Power BI Data Analyst Associate strongly preferred
  • Proficient in DAX and Power Query M for Power BI
  • Experience with Microsoft D365 software tools including Excel, PowerPoint, Teams, Viva Platform Power BI, preferred, with an emphasis on Power BI and other tools in the Microsoft Power Platform
  • Demonstrated experience in communicating complex data in a simple, actionable ways with reports and dashboards featuring strong UX/UI design thinking principles
  • Strong experience in data extraction, loading, cleansing, exploring and modeling
  • Experience with diagnostic analytics using statistical techniques a plus
  • Experience with other coding languages for data analytics (i.e. Python, R, SQL) a plus.
  • Experience with dashboard management, data visualization and data-informed insights.
  • Excellent communication and presentation skills to both technical and non-technical audiences.
  • Strong analytical skills, problem-solving attitude, and ability to learn rapidly on the job
  • Ability to solve technical and operational challenges with the aid of data, experience, and knowledge.
  • Strong organizational and work prioritization skills, and ability to focus and pay attention to details.
  • Ability to work both independently and as part of a team
