TotalEnergies E&P Uganda (COMPANY) as Operator of Contract Area (CA) 1 and License Area (LA) 2 North, in conjunction with its Joint Venture partner(s), invites experienced and reputable companies to express interest in leasing a mobile laboratory.

General Field Development Description:
The Tilenga oil and associated gas development (PROJECT) is located in the North-East area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northern part of LA-2 block. Four vertically stacked reservoirs are developed. The facilities include over 30 well pads and industrial area containing Central Processing Facility (CPF).

Scope of Work:
The rental of a fully equipped mobile laboratory to support the start-up and ramp-up phases of the Tilenga Oil and Gas Development Project. The lab will be used primarily for Base Sediment and Water (BSW) analysis of crude oil samples using the ASTM D4007 centrifuge method. Key Requirements:

  • Location of lab: JBRO-4d well pad, North of the Nile, within Murchison Falls National Park.

  • Duration: Initial rent of 6 months, with potential extension.

  • Sampling Scope: Up to 48 samples per day from 16 wells.

  • Lab Equipment: Heated centrifuge, oven, water bath, balance, glassware, fume hood, HVAC system, safety gear, and waste containers, etc.

  • Personnel: Two trained lab technicians working on a 28-day rotational basis.

  • Utilities: Power (230V), water supply.

  • Environmental & Safety Compliance: VOC monitoring, waste segregation, emergency response kits, and adherence to NEMA regulations.

The selected contractor will be able to demonstrate the following abilities:

  • Experience in providing similar services and equipment on rental / purchase basis to Oil & Gas processing / Refining / Petrochemical / Chemicals Industries.

  • Financial capability to procure, transport and deliver laboratory equipment and consumables from source to worksite.

  • Capacity to supply, operate and maintain such equipment.

  • Proof of ISO certifications: ISO 9001, ISO 14001, and ISO 45001.

The Minimum Requirements to Participate in the Prequalification Process are:

  • Health Safety and Environment (HSE) Management system, Quality Policy and related procedures in compliance with local and international standards.

  • Compliance to National and International laws and regulations.

  • Demonstrated commitment to statutory National Content requirements for oil and gas operations as detailed in 2016 Upstream Petroleum Regulations.

  • Current registration to or application to be registered to the National Supplier Database.

  • In line with COMPANY’s objective to maximize National Content, upon fulfilling other requirements for the scope of work, preference shall be given to Ugandan company or as a minimum a company that has entered into a joint venture with a Ugandan company.

Pre-qualification questionnaire(s) with submission instructions will be issued by email after the aforementioned EOI closing date to only interested companies meeting the above minimum requirements.

Note:
Only pre-qualified companies will receive invitations to submit bids during the call for tender process via COMPANY’s e-sourcing system SAP-ARIIBA.
