Dei BioPharma Ltd., a Drugs and Vaccines Manufacturing Plant is seeking eligible and qualified applicants for the position Head of procurement.

Position: Head of Procurement

Supervisory Position: Yes
Work Schedule: Full Time, 45 hours per week (Monday to Saturday)

Summary:
The Head of Procurement is responsible for planning, coordinating, and overseeing all procurement and supply chain activities to ensure timely, cost-effective, and compliant acquisition of goods and services for the organization. The role ensures adherence to company procurement policies, ethical standards, and regulatory requirements while promoting efficiency and value across all purchasing operations.

Duties:

  1. Develop, implement, and monitor the organization’s procurement strategy, policies, and procedures.
  2. Oversee supplier sourcing, evaluation, negotiation, and contract management to ensure cost-effectiveness and quality assurance.
  3. Coordinate the preparation of annual procurement plans and monitor their execution.
  4. Ensure timely acquisition of materials, equipment, and services to support uninterrupted company operations.
  5. Review and approve purchase requests, purchase orders, and supplier payments in line with budgetary controls.
  6. Establish and maintain supplier performance evaluation systems to ensure accountability and reliability.
  7. Supervise and guide the procurement team, fostering professionalism, efficiency, and transparency.
  8. Ensure compliance with regulatory, company, and donor procurement guidelines and standards.
  9. Maintain accurate procurement documentation and ensure proper record-keeping and audit readiness.
  10. Prepare and present periodic procurement performance and expenditure reports to management.

Qualifications & Experience:

  • Bachelor’s degree in Procurement and Supply Chain Management, Business Administration, or related field.
  • A master’s degree in supply chain management, Business, or related discipline is an added advantage.
  • Minimum of 8–10 years of experience in procurement or supply chain management, preferably in the pharmaceutical, biopharmaceutical, or manufacturing industry.
  • Must have at least 3–5 years in a managerial or supervisory position.
  • Membership or certification with a professional body (e.g., CIPS, ISM, or equivalent) is an added advantage.
  • Demonstrated knowledge of ERP systems and procurement software.
  • Excellent negotiation, communication, and supplier relationship management skills.
  • Strong ethical judgment, integrity, and adherence to procurement best practices.
  • Analytical and financial acumen with attention to cost control and value for money principles.

REQUIREMENTS

Experience:

  • Proven ability to lead procurement operations in a complex organizational setting.
  • Experience in managing international sourcing, logistics, and vendor contracts.
  • Familiarity with pharmaceutical procurement standards, import/export procedures, and regulatory compliance.
  • Demonstrated experience in developing and enforcing procurement policies and systems.
