  1. The Government of the Republic of Uganda through the Ministry of Finance, Planning and Economic Development (MoFPED) has received financing from the African Development Bank (AfDB) and intends to apply part of the proceeds toward payments under the contract for Design and Build of the Upgrading of Laropi-Moyo-Afojii Road (39.3Km), Laropi Bridge (1.0Km) and 5kms of town roads in Laropi & Moyo. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank's Disbursement Guidelines and procedures for Investment Project Financing.
  2. The Ministry of Works and Transport (MoWT) now invites sealed bids from eligible Bidders for the Design and Build of the Upgrading of Laropi-Moyo-Afojii Road (39.3Km), Laropi Bridge (1.0Km) and 5kms of town roads in Laropi & Moyo.
  3. The road is in the Northwest Nile Region of Uganda and traverses Moyo and Adjumani districts. The successful bidder is expected to complete the design and construction works within a period of 48 months. This will be followed by a defects liability period of 24 months.
  4. Bidding will be conducted through the Open Competitive Bidding (International) OCIB procedures as specified in the "Procurement Policy for Bank Group Funded Operations," dated October 2015 and is open to all eligible Bidders as defined in the Procurement Framework.
  5. Interested eligible Bidders may obtain further information and inspect the Bidding document during office hours [08:00 A.M to 05:00 P.M] at the address given below at 10(a).
  6. The Bidding document in English may be purchased by interested eligible Bidders upon submission of a written application to the address below at 10(b) and upon payment of a non-refundable fee of Uganda Shillings 300,000/=. Payment will be to a local bank through the Uganda Revenue Authority Payment System. It's upon presentation of satisfactory evidence of payment that the bidder will be issued with the bidding document.
  7. Bids must be delivered to the address below at 10(c) on or before 10:00 A.M local time on 22 October 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below at 10(d) at 10:30 A.M on 22 October 2026.
  8. All Bids must be accompanied by a "Bid Security" of US$ 1,300,000 (One million, Three Hundred Thousand US Dollars).
  9. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
