Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) 

Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems and operational support
  • Global and local collaboration to improve availability of health commodities

Position purpose

The Knowledge Management & Communications Officer will support the implementation of GHSC-PSM’s Knowledge Management and Communications strategy by systematically capturing, documenting, and disseminating project information, lessons learned, and success stories to both internal and external stakeholders. The primary focus of this role is to strengthen knowledge sharing, enhance project visibility, and promote evidence-based decision-making across the project.

Principal Duties and Responsibilities

Technical Implementation

  • Use information from discussions with project staff, interviews with partners, and data from monitoring and evaluation reports to report on project status and outcomes through monthly reports, quarterly reports, annual reports, ad hoc reports, and associated PowerPoint presentations.
  • Support the development of all technical deliverables, including the project work plan narrative, technical reports, and quarterly and annual reports.
  • Support the broader M&E team to document project learning and adaptation, and to demonstrate project successes and lessons learned. Collaborate and coordinate with the M&E team to create a participatory approach for reporting and communication.
  • Collect, analyze, and summarize information into technical briefs, drawing on project staff, external sources, and partners. Tailor reporting with different project messages to audiences including DOS, PEPFAR, PMI, Ministry of Health, and key stakeholders.
  • Support the development of success stories, abstracts, presentations, and articles that will enable the project to present its learning and accomplishments in a broader forum (to DOS/PEPFAR/PMI, Uganda development community, MOH, and at other fora).
  • Identify opportunities for the project to share technical knowledge. Capture and disseminate key information, lessons learned, and action items from project events as requested.
  • Develop creative and effective ways to improve project communications, including selecting colors, fonts, photographs, layouts, and other design elements to communicate creative concepts.
  • Design visual concepts using graphic design tools including design software.
  • Take high-quality photos of project events, including determining desired images, compositions, settings, and lighting to achieve desired results.
  • Maintain a photo database and ensure captioning of photos that demonstrate project outcomes.
  • Maintain all camera equipment, including lights, lenses, and tripods.
  • Proofread, edit, and fact-check documents and reports.
  • Ensure compliance with all DOS branding and marking guidelines.

Management

  • Work with the M&E Manager to develop and manage annual work plans and budgets for KM based on project resources available and intended annual and life of project targets set according to the GOU and USG priorities.
  • Provide support for project events with collaborating partners, senior government officials, and/or donor agencies.
  • Develop scopes of work for short-term technical assistance (STTA) and outsourced communications support (i.e. photography and video) in collaboration with the Director of Knowledge Management and HQ. Provide technical oversight of consultants and review associated outcomes and deliverables to ensure quality and timely submission to the client;
  • Verify that DOS regulations, Chemonics policies, and quality management best practices are enforced consistently.
  • Exhibit Chemonics values and build a culture of “Living our Values” within the team.
  • Understand and adhere to established policies and procedures and promote them throughout GHSC-PSM staff.
  • Carry out additional responsibilities as may be assigned from time to time by the supervisor of record.

Minimum Qualifications, Experience, and Competencies:

  • Bachelor’s degree in international development, public policy, public relations, communications, or another relevant field required; Master’s or other advanced degree preferred.
  • Minimum 5 years of writing, communications, journalism, or public relations experience required.
  • Strong technical report writing skills required, with documented experience leading the writing of deliverables such as work plan narratives, monthly/quarterly progress reports, annual reports, end of project reports, abstracts, and technical briefs, with minimal supervision.
  • Demonstrated experience developing technical PowerPoint presentations for external audiences, clients, and conferences.
  • Experience with monitoring and evaluation and knowledge of research methods.
  • Experience producing communications pieces, such as success stories, articles, blog postings, and online communications.
  • Technical photography and/or videography skills, preferred.
  • Ability to work independently with minimal supervision to meet deadlines and prioritize multiple work assignments in a fast-paced environment.
  • Advanced knowledge of Microsoft Word, Excel, and PowerPoint required.
  • Prior experience with USAID projects preferred.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in written and oral English.
  • Analytical skills with problem-solving aptitude.
  • Excellent communication and collaboration skills.

Supervision

The Knowledge Management & Communications Specialist will report to the Monitoring and Evaluation Manager or his/her designee.
