Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Background
The Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) Program aims to ensure uninterrupted availability of health commodities in support of United States Government (USG)-funded public health initiatives.
At the country level, GHSC-PSM supports national strategies through:
- Global Commodity Procurement and Logistics
- Systems and Operational Support
- Global and Local Collaboration to Improve Availability of Health Commodities
Purpose:
The MIS technical advisor – Business Intelligence (BI) Developer is a project staff seconded to the Division of Health Information (DHI) under the Ministry of Health (MoH) to work under the guidance of the Assistant Commissioner to develop, manage and maintain health supply chain systems that enhance management, visibility and accountability of commodities.
Principal Duties and Responsibilities:
Project Support (30%)
- Participate in the development of MoH and project strategies and workplan to provide inputs for budgets in collaboration with other project staff, partners, and stakeholders.
- Participate in the development and implementation of digital innovative approaches that aim to benefit national supply chain performance and stakeholders
- Conduct periodic system data audits to verify the accuracy, completeness, and integrity of health commodity data across all MoH-approved platforms.
- Contribute to the establishment and enforcement of data validation and quality assurance procedures to maintain high data reliability.
- Contribute to the development and continuous improvement of system documentation, including Standard Operating Procedures (SOPs), technical specifications, data governance frameworks, and integration of control documents.
- Any other duties, as assigned by Systems Support Manager

Technical Support (50%)
- Participate in the design, development, and optimization of the Uganda National Health Data Warehouse (NHDW) to support integrated reporting and visualization of health commodity data from multiple sources.
- Contribute to the design and implementation of national health product traceability strategies, including accountability tools, the National Health Product Registry (NHPR), and GS1 standards, to strengthen visibility and accountability of medicines and health commodities.
- Support the design of health commodity data management modules within Electronic Medical Records (EMR) systems for health facilities to ensure accurate tracking and accountability of products.
- Participate in the integration of various national health information systems and tools, including NHDW, ERPs, NHPR, and other MoH-approved platforms, to ensure seamless health commodity data exchange and interoperability.
- Develop and maintain efficient Extract, Transform, and Load (ETL) processes to ensure clean, validated, and timely data ingestion from multiple sources.
- Support the design, development, migration, and maintenance of MoH health commodity dashboards and reports such as OFSSR and WOSSR, ensuring visibility of accurate and actionable data.

Stakeholder Management (20%)
- Collaborate with the Ministry of Health (MoH), GHSC-PSM technical teams, and stakeholders to identify and utilize appropriate Business Intelligence (BI) tools that enhance data visualization, analytics, and use by decision-makers.
- Support training for MoH and other stakeholders on the management of health commodity data information systems, data tools, and BI platforms.
- Participate in meetings with the MoH, USG agencies and other stakeholders to share progress, accomplishments, and challenges and ensure common understanding of current as well as future strategic direction

Qualifications and Desired Attributes:
- Bachelor’s degree in computer science, Information Systems, Data Science, statistics or related field with a minimum 5 years’ experience in data management, development of data pipeline and other data engineering processes, data quality assurance, business intelligence, data analytics, data modelling, and health information systems.
- OR any other bachelor’s degree in lieu of the above with proven experience and expertise of a minimum of 7 years in software development, data management, development of data pipeline and other data engineering processes, data quality assurance, business intelligence, data analytics, data modelling, and health information systems
- Knowledge of Health system in Uganda
- Experience working in the health sector in Uganda or similar context.
- Working knowledge of software development in any of the three languages: Rust, Go, or Java
- Proven experience in data analytics, visualization including dashboard development with python, R, Jasper reports, Power BI
- Strong SQL and relational databases skills particularly; PostgreSQL, MS SQL Server, MySQL/Maria DB.
- Working knowledge of document databases such couchDB
- Familiarity with systems used in the health sector in Uganda such as DHIS2, CHT, OpenSPR.
- Experience in integrating data systems from multiple sources using APIs including the use of metadata standards, and interoperability formats such as FHIR/HL7
- Experience building data warehouses and data pipelines including ETL processes
- Strong analytical and problem-solving skills.
- Excellent communication and documentation abilities.
Level of Effort and Location: This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
