Context & Environment
There is no equivalent project of such an industrial construction and drilling magnitude in a remote and sensitive area within the Company today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within a populated area in a rural and remote part of Uganda. Activities are exposed to the risk of major incidents with severe potential consequences due to the local environment. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential. Multicultural environment: Contractors are located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply. The project is aiming for full FID in Q1 2022 with a start of drilling operations circa Q3 2022 and a Ready For Start-up (RFSU) target 40-45 months after FID.
Main Duties and Responsibilities:
Project Phase
- Review and become familiar with PTW procedures, including management of certificates, Isolations and Inhibition procedures
- Prepare database for the management of PTW based on hard paper copies only
- Prepare all supports for the visual management of PTWs
- Set in place the PTW office
- Become familiar with the e- PTW system development.
Operational Phase
Activities (Safety)
- Actively participate to PTW audits.
- Participate in JRA preparation.
- Develop understanding of SIMOPS and the main challenges related to these activities.
Activities (M&I / Production / SIMOPS / Construction / Drilling)
- Assisting M&I / Construction / Drilling representatives including Contractors in the preparation of Work Permits as per Company Permit to Work procedure;
- In close coordination with HSE, construction, operations department, monitors the PTW system and ensure company rules and regulations are respected.
- Administrate and control the Work Permit process, avoiding conflict between activities and to record and maintain files of ongoing, suspended, pending and closed work permits.
- Ensure that work requester provides suitable and sufficient auxiliary documents to the permit such as Method Statements, Job Risk Assessment, Lifting Operation Plan, Drawings, Rescue plan, sketches and layouts, and additional check lists as necessary. Inform requester of any need for additional document or for correction.
- Dispatch the daily coordination sheet for approved PTW, post Coordination meeting.
- Aware of plant safety systems (F&G, restricted zones, fire zones, implementation on electrical, mechanical, instrument isolations), to be able to identify gaps in PTW preparation (missing inhibitions, isolations.
- Follow up on all long term isolations / inhibitions.
- Responsible for job pack determination/creation and follow up.
- Keep log for opportunity job and have PTW ready for implementation.
- Provides PTW trainings upon request.
Candidate Profile
Qualifications & Experience:
- Diploma of Higher Education or BTCE. Education on operational safety, production operations, well operations
- Professional experience of at least 5 years in operations
- Technical skills in O&G, including well operations and SIMOPS operations
- Knowledge of THE Company’s HSE Safety Rules, SIMOPS, PTW System, or equivalent in Oil & Gas industry.
- Good communication skills. Ability to work with contractors.
- Adaptability and ability to work in an international environment.
- Broad range of computer skills, particular to MicroSoft Office Suite to include MS Project
