CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central, and eastern Uganda. CRS' projects in Uganda currently include agriculture, health, microfinance, peacebuilding, and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability. CRS Uganda employs around 180 staff and has its main office in Kampala, with sub-offices in Moroto, Yumbe, and Kikuube. With our more than 30 partners, we served over 1.2m Ugandans in 2020.
Background:
In February 2021, the Global Protection Cluster (GPC) reported that more than 100 million people are now in need of protection assistance due to conflict, violence, epidemics and climate-related disasters, as vulnerable people are disproportionately affected by disasters and responses. Despite a global call for inclusion and consideration of the most vulnerable, experience from crises around the world, including Sierra Leone, Uganda and the Philippines, show that vulnerable groups (such as the elderly, people with disabilities, women and children) experience greater impacts of natural disasters. Incorporating protection considerations into disaster response helps to meet their needs more effectively, but disaster risk reduction (DRR) actors often lack the capacity to maintain access, dignity and safety. In response, Catholic Relief Services (CRS) proposes Preparing for Enhanced Protection in Disasters (PrEPD) – an 18-month, global project that will deliver a comprehensive toolkit to guide humanitarian and DRR actors to mainstream protection and accountability in disaster preparedness and improve delivery of humanitarian assistance by contributing knowledge and lessons learned about protection mainstreaming in disaster response, tested in three distinct humanitarian environments.
PrEPD will work with local and global DRR and humanitarian actors, as well as crisis-affected communities, to gather data on protection gaps, needs, capacities and priorities in disaster preparedness to inform development of tools and guidance to improve protection mainstreaming and accountability in disaster preparedness. Developed tools and guidance will then be piloted among disaster affected communities and DRR structures in metro Manila in the Philippines (targeting 5,000 households (30,00 people); Uganda (targeting 1,750 households (9,000 people)) who participated in a recent CRS-funded DRR pilot); and Sierra Leone in Freetown’s Cockle Bay and Kolleh Town (targeting 1,066 households (6,400 people)). Successful pilot approaches, guidance and tools will be documented and compiled into a comprehensive toolkit for actors working in DRR and humanitarian response. This position is contingent upon the contract with the donor being signed.
Job Summary:
The Enhanced Protection in Disasters Project Manager will be responsible for managing and contributing to the high-quality implementation of the DRR pilot in eastern Uganda and the successful management of CRS’ relationship with project partner Caritas Archdiocese of Tororo. Under the supervision and guidance of the Senior Program Manager for Emergencies and supported by Caritas Tororo staff, and PrEPD global team, the DRR Project Manager will be responsible for overall management, implementation and monitoring and evaluation of project activities as per the project scope of work, results framework and M&E plan. S/He will be providing technical support in all geographical areas as assigned by the grant/project. The Project Manager
will lead the project team and maintain relationships with other program staff in CRS Uganda, PrEPD global team, other implementing agencies and the Ugandan government.
Job Roles and Responsibilities:
• Manage and oversee technical planning, budget management, monitoring and reporting activities throughout relevant project cycles - start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools and integrate aspects of gender, peace-building and integral human development throughout the project cycle.
• Serve as point person for the project and provide strategic and technical leadership to CRS Uganda and partners for all components of the project, including environmental mitigation measures that are aligned to Government of Uganda and donor requirements and effectively engage partners, donors, and governments.
• Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices in DRR programming, using a protection mainstreaming, accountability and PSEA lens. Prepare regular project activity reports.
• Create Detailed Implementation Plan (DIP) in accordance with the project strategy.
• Review and track progress on project implementation as well as on the utilization of project resources. Ensure project resources are available and used efficiently. Conduct periodic technical and budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
• In collaboration with management team and the finance staff, review and analyze budget comparison reports and take necessary steps to ensure proper management and utilization of project budgets. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
• Identify technical needs for CRS Uganda and partners and take the lead in developing SOWs and follow up with potential technical advisors, as appropriate.
• Promote strong linkages and exchange with other CRS Uganda projects engaged in programming to ensure the sharing of best practices and expertise.
• Establish and maintain excellent collaborative working relationships with local partners.
• Manage relationships, negotiations and intensive communication efforts with partners in all phases of project implementation, facilitates coordination with partners, including knowledge management, learning and capacity building for partner staff.
• Promote the involvement of partners at all stages of the project cycle.
• Act as a contact person and represent the organization with relevant INGO working groups, local partners and relevant local government and community actors. Participate in relevant forums and knowledge networks to collect and share promising practices in the area of protection mainstreaming. PSEA and DRR, promote CRS’ work in Uganda, and contribute to the CRS learning agenda.
• Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes.
• Help with the coordination of visits of CRS and partner staff as needed.
• Ensure CRS representation to local government authorities related to the project. Coordinate with other peers all activities in support of the project.
Typical Background, Experience & Requirements:
Education and Experience:
• Bachelor’s degree in protection, disaster management, urban planning, climate change adaptation, resilience, water/natural resource management or similar field.
• Minimum of five years of relevant work experience in program management positions related to DRR, projection mainstreaming, and PSEA/safeguarding, preferably with an international NGO.
• Demonstrated experience in community mobilization, organization and mediation among local actors
• Excellent writing and communication skills in English
• Demonstrated capacities to establish and maintain strong, collaborative working relationships with government officials, local organizations, communities and other stakeholders
• Proven ability to multi-task and meet deadlines
• Must be able to work independently and represent CRS
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
Knowledge, Skills and Abilities:
• Demonstrated commitment to promoting the safety and dignity of, and accountability to, people affected by crisis; ensuring their participation in DRR and humanitarian response.
• Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
• Ability to work independently, but also coordinate effectively as part of a team.
• Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
• Strong relationship management skills and the ability to work effectively with culturally diverse groups. Capacity to work closely with, understand, and support local Church partners.
• Proactive, results-oriented, and service-oriented
Required/Desired Foreign Language: Strong written and verbal communication skills in English with ability to write technical reports. Strong written and spoken communication skills in Lugisu, Lunyoli and/or Luganda preferred.
Travel Required: Occasional travel to Kampala for training and coordination required. Around 40 to 50% within PrEPD implementation areas in Mt. Elgon sub region (Bududa, Bulambuli and Butaleja districts)
Key Working Relationships:
Supervisory: Support three partner staff, in coordination with Caritas Team Lead
Internal: CRS Emergency program and operations team, Sr. Program Manager for Emergencies, Country Representative, Head of Programs, PrEPD global team, PrEPD teams in other project countries, Regional and Headquarters technical staff.
External: Caritas Archdiocese of Tororo staff, representatives from for-profit and other non-profit organizations and relevant national, district, sub-county, parish and other government stakeholders, community leaders.
