WaterAid is an international organization whose vision is that of a world where everyone has access to safe water, hygiene, and sanitation. WaterAid works to transform lives by improving access to safe water and good hygiene and sanitation conditions among the poorest and most marginalized populations in the world. In the implementation of its strategic plan for 2023-2028, WaterAid Uganda places particular emphasis on Health, also on increasing the quantity and quality of the WASH sector financing in Uganda, mobilizing resources, establishing multi-stakeholder partnerships, utilizing action research and innovation, while drawing on the lessons learned from previous strategies. In this process, WaterAid Uganda is seeking a qualified and motivated individual candidate to fill the position of CARFEWW Project Manager based at the Mbale Office in Uganda.

About the Role

The Project Manager will lead and coordinate the CARFEWW project, ensuring integration of climate change adaptation, resilience, and early warning measures in the Mpologoma catchment. The role includes developing WASH adaptation strategies, driving advocacy and policy engagement, and overseeing planning, implementation, monitoring, evaluation, and reporting to the Ministry of Water and Environment.

The postholder will also manage executing partners and maintain strong partnerships with the Project Steering Committee, government agencies, and local partners to ensure effective and sustainable delivery.

Accountabilities:

  • Provide leadership and oversight to executing partners and project staff to ensure high-quality, timely project delivery.
  • Coordinate executing partners to align planning, implementation, and results with project objectives.
  • Lead the preparation and delivery of annual work plans and ensure accountability for overall project performance.
  • Manage the project budget with transparency, ensuring timely corrective action and stakeholder engagement.
  • Ensure donor and government reports are delivered on time and in compliance with all requirements.
  • Drive innovation in climate adaptation and resilience by promoting best practices within the catchment.
  • Oversee work planning, performance management, and strategic communications with the Ministry of Water and Environment, stakeholders, and executing partners.
  • Maintain strong relationships with government, development partners, private sector, NGOs, civil society, and communities.
  • Strengthen the technical capacity of executing partners on climate mitigation and resilience approaches.
  • Coordinate the Project Steering Committee and ensure follow-up on agreed actions.
  • Establish and implement monitoring systems and tools to track indicators and support learning.

Requirements

About You:

  • Bachelor’s degree in Climate Change, Natural Resources and Environment Management, Water Resources Management/Engineering, Public Health, or a related field. A master’s degree in a relevant field is an added advantage
  • Minimum of 10 years in senior project management within a reputable organisation. At least 5 years of experience implementing climate change adaptation and resilience projects.
  • Demonstrable experience in programme design, monitoring, evaluation, and budget management.
  • Experience managing donor-funded projects and ensuring compliance with reporting requirements.
  • Understanding of development programme management approaches and WASH issues in Uganda.
  • Knowledge of government WASH policy and frameworks. Prior experience in the WASH sector is desirable
  • Experience with donor reporting and compliance (Adaptation Fund, Green Climate Fund, DFID, USAID, EU, or similar) is an advantage
  • Broad understanding of climate change adaptation methods, tools, and frameworks.
  • Proven ability to design and manage complex, multi-stakeholder projects under strict deadlines.
