Background:

The Regional HR Coordinator contributes to the effective management of the Regional HR function, providing support to hosted staff, pooled global staff, and the ESA Regional team. The role ensures consistent and compliant implementation of NRC HR policies and strategies by advising the Regional Director and the Regional Head of Operational Support on human resource matters across the ESA Regional Team Office.

The coordinator is also responsible for maintaining accessibility and integrity of HR resources, including NRC handbooks, guidelines, and relevant documentation on the intranet, ensuring staff have access to accurate and up-to-date information necessary to perform their roles effectively.

Responsibilities

Generic Responsibilities

  • Responsible for developing HR statistics and quarterly dashboards to support data-driven decision-making for the regional team management.
  • Responsible for coordinating HR procedures across the employee lifecycle, including induction and exit for national and mobile (international) staff, ensuring Duty of Care and managing HR administrative matters in close collaboration with the P&O Partner, Global HR, and Head Office HR
  • Responsible for regularly update Regional HR intranet pages to ensure accuracy and relevance; and the archiving of HR documents, ensuring proper organization and easy retrieval
  • Serve as the focal point for the implementation and coordination of the PEOPLE (HR system) in the regional office, including supporting the performance management process, managing system updates and changes, and providing user support to ensure effective utilization
  • Compliance and adherence to NRC policies, guidance and procedures, (if a function role) and a specific responsibility for the functions policies and procedures

Specific responsibilities:

  • Lead and deliver assigned HR development projects aligned to ESA Regional Team priorities, leveraging technical expertise to strengthen HR systems, processes, and service delivery.
  • Drive the implementation and continuous improvement of NRC HR systems, projects, and procedures across the ESA Regional Team office, ensuring full compliance for both national and international staff.
  • Oversee and coordinate end-to-end recruitment, onboarding, and exit processes for G7 and below, providing strategic and technical support to line managers in developing high-quality job descriptions/ToRs and ensuring timely, efficient hiring.
  • Design and manage structured onboarding processes for all new staff, coordinating cross-departmental inductions and ensuring seamless integration and readiness for role execution.
  • Act as the primary liaison for candidate communications, ensuring professional, transparent, and timely recruitment experience while strengthening coordination between candidates and hiring managers.
  • Support and enhance the accuracy and timeliness of national staff payroll preparation, ensuring compliance with internal controls and statutory requirements.
  • Manage and administer staff benefits, including medical, WIBA, and pension schemes, ensuring compliance, accuracy, and effective staff support.
  • Monitor, track, and drive adherence to the staff performance management cycle, ensuring timely completion and supporting a culture of accountability and continuous development.
  • Build the capacity of line managers & staff by delivering training, guidance, and hands-on support on HR policies, procedures, and best practices.
  • Strengthen HR administrative systems by ensuring effective documentation, records management, leave administration, and data integrity in line with organizational standards.
  • Provide proactive support in managing employee relations matters, including conflicts, investigations, and disciplinary processes, ensuring compliance, confidentiality, and timely resolution.
  • Any other tasks as delegated by the line managers

Qualifications

Generic professional competencies

  • Minimum bachelor’s degree in human resources management or related field
  • Minimum of 5 years of relevant work experience in Human Resources
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Excellent ICT skills, including proficiency in Microsoft Office, and ability to work at an advanced level in Excel, PowerPoint, and databases
  • Professional knowledge and experience of HR is an asset and information management experience
  • Professional certification in Human Resources is an added advantage
  • Attention to detail and system oriented

Context related skills, knowledge and experience

  • Good understanding of international humanitarian work
