Basic Function (Summary of The Function)

The Senior Officer leads the generation, analysis, interpretation, and dissemination of labour market intelligence (LMI) and to safeguard consumer interests in TVET by ensuring that skills development programmes, qualifications, and training delivery are responsive to labour market demand, industry needs, and learner protection standards, in line with the TVET Act, 2025.

Duties And Responsibilities

1. Labor Market Intelligence

  • Lead the collection, analysis, and interpretation of labour market data to inform TVET policy, planning, and programme design in accordance with the TVET Act, 2025.
  • Coordinate national and sectoral labour market surveys, tracer studies, employer satisfaction surveys, and graduate employability studies.
  • Develop and maintain a Labour Market Intelligence System (LMIS) for TVET, including dashboards, periodic reports, and sector briefs.
  • Provide technical guidance to training institutions on aligning curricula and training delivery with current and emerging labour market trends.
  • Monitor and analyse skills demand and supply gaps across priority economic sectors identified under national development frameworks.

2. Stakeholder Engagement and Partnerships

  • Support the establishment and strengthening of industry partnerships to validate labour market findings and promote work-based learning.
  • Oversee consumer protection mechanisms within TVET, including learner rights, complaints handling, redress systems, and service quality assurance.
  • Investigate and address consumer-related concerns affecting TVET trainees, graduates, employers, and other stakeholders.

3. Advisory and Technical Support

  • Prepare policy briefs, technical reports, and advisory notes for management and relevant governing bodies.
  • Contribute to the development and review of standards, guidelines, and regulations related to labour market responsiveness and consumer affairs in TVET.
  • Represent the TVET Council in national, regional, and international forums on labour market intelligence and skills development as may be required.
  • Draft technical reports, periodic labour market intelligence reports, tracer studies, and employer satisfaction surveys.

4. Supervision and leadership

  • Provide supervision, technical support, guidance and capacity building to staff under direct supervision
  • Prepare unit plans and performance agreements for staff under supervision
  • Provide on-the job training, coaching and mentoring to staff under supervision.
  • Supervise and mentor junior officers and technical staff under the Labour Market Intelligence and Consumer Affairs function.
  • Perform any other duties as may be assigned by the Supervisor in line with the mandate of the Council.

Education Requirements

  • An Honours Bachelor’s Degree in Economics, Statistics, Labour Economics, Development Studies, Education Economics, Social Sciences, or a related field from a recognized institution.
  • A Post Graduate Degree in Labour Economics, Development Economics, Monitoring and Evaluation, Statistics, Public Policy, or a related discipline is an added advantage.
  • Training or certification in Labour Market Analysis, Monitoring and Evaluation, Data Analytics, Policy Analysis, or Research Methods is an added advantage.
  • Membership in a relevant professional body (where applicable) is desirable.

Experience

  • A minimum of 6 years of relevant work experience in labour market research, skills development, workforce planning, consumer protection, or policy analysis.
  • At least 3 years at a supervisory or senior technical level in a public sector institution, development partners or reputable organisation.
  • Demonstrated experience working with TVET systems, skills development programmes, or employment-related interventions is a strong advantage.
