FHI 360 is seeking three qualified candidates to fill a position of Strategic Information Technical Officer for the EpiC Uganda project to provide strategic information support to integrated life-saving HIV/TB health services in seven regions of Uganda.

Job Summary:

The Strategic Information (SI) Technical Officers will provide technical support to and oversight of the EpiC Uganda project’s regional SI activities in the East, West, and North regions of Uganda. The primary responsibility of this position is to ensure successful implementation of the SI elements of the EpiC Uganda work plan and achievement of the project’s targets and goals in their respective region. The SI Technical Officer will support data collection and reporting at selected facilities to ensure accurate, timely, and complete data is available and used to improve service delivery. The SI Technical Officer will support project SI activities including SI-related technical assistance activities provided to the Ministry of Health (MOH), District Local Governments (DLGs), and non-governmental partners to ultimately strengthen delivery of HIV and other critical health services. The position contributes significantly to the development of donor and other key stakeholder reports and presentations.

Accountabilities:

  • Contributes to development/updating of the SI portion of the EpiC Uganda project workplan, within the given resource and financial constraints.
  • Supports the implementation and oversight of regional SI activities in the annual EpiC Uganda work plans, including supporting collection, analysis, and reporting of HIV and other health program data to ensure quality, accuracy, and timeliness.
  • Supports analysis, visualization, dissemination, and use of service and project data, including but not limited to PEPFAR data, for performance improvement in designated region.
  • Works with the EpiC Uganda Regional Team Lead and Senior Technical Advisor, Strategic Information, to support compliant reporting of results, document program lessons, and disseminate programmatic impacts and knowledge products.
  • Provides SI-related capacity strengthening interventions for government partners and non-government organizations as needed.
  • Contributes to the writing of timely and accurate technical reports to FHI 360, the project donor, and government stakeholders as appropriate.
  • Contributes to the achievement of high-quality results in accordance with the targets identified in the work plan.
  • Works with regional team to ensure that SI activity timeframes and budgets are adhered to, and products are reviewed and finalized.
  • Contributes to developing lessons learned from activities related to HRH transition and applying these lessons to improve both existing programs and the design of new programs.
  • Perform other duties as assigned.

Applied Knowledge & Skills:

  • Knowledge of health and development programs in Uganda including familiarity with the Ugandan public and non-profit health sector and health information systems.
  • Knowledge of PEPFAR guidelines and standards for HIV service provision.
  • Knowledge of PEPFAR reporting systems (DATIM, MER).
  • Knowledge of other health sectors, including but not limited to nutrition and malaria.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Report writing, analytical and communication skills, including oral presentation skills.
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Articulate, professional and able to communicate in a clear, positive manner with clients, colleagues, and partners.
  • Excellent organizational and analytical skills.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to solve problems and implement corrective action as needed.
  • Fluency in English.

Education:

  • Bachelor’s degree or its international equivalent in public health, community outreach nursing, medical laboratory sciences or other relevant disciplines.
  • A Master’s degree in public health or a data-related field will be of added advantage.

Experience:

  • At least 4 years’ work experience or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
  • Relevant experience in monitoring and evaluation of HIV care and treatment and other health services and programs.
  • Relevant experience supporting strategic information or M&E activities at the facility and community level.
  • Previous experience working with United States Government or PEPFAR-supported programs and experience working in an international NGO or government agency desirable.

Other Requirements:

  • Ability to travel within the one of three regions of Uganda: East (East, East Central, Karamoja), West (Ankole, Kigezi), North (Lango, Acholi).
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5
