DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as a Supply Chain Officer-Logistics.

The overall purpose of the role:

To provide efficient and effective execution of supply chain-related tasks and operations according to DRC’s internal and donor procedures, as per the Operations Handbook and Quality Standards contained within. It will focus on logistics as well as post post-order issuance cycle to ensure timely receipt, verification, and dispatch of program supplies to the field locations. In case of an emergency, the role holder may be called upon to work out of the normal conditions to be able to address the needs of the affected persons as required.

Your main duties and responsibilities will be:

Warehouse management

  • Undertake the receiving and verification of all supplies delivered in the regional country office to ensure these comply to all the technical specifications like quality so that value for money is attained.
  • Notify and share alerts with program teams on the arrival of their stock items to inform them of timely dispatches of these to support program implementation.
  • Maintain the office store/warehouse and ensure that proper systems and procedures as well as appropriate safety and security provisions are implemented and maintained.
  • Ensure proper documentation of all stock-related transactions by issuing the right documentation for all items moving in and out of the country office.
  • Ensure that records are maintained accurately, and relevant formats are used for each activity especially about dispatches of stock to the field for program use or distribution to beneficiaries.

Payments Processing and Tracking.

  • Track all invoices in liaison with the finance team, ensuring timely approvals.
  • Submission of vendor invoices for payment while concurrently conducting a reconciliation to rule out any unattended commitments.
  • Collaborate with suppliers and give timely feedback regarding their invoice status, and share Proofs Of Payment (POPs).
  • Be accountable and attend to invoice-related questions that may arise while doing appropriate and timely reconciliation.

Transport & Fleet Management

  • Ensure that the controls and systems put in place to ensure sound fleet utilization are maintained in terms of the country-specific as well as donor-specific tasks. This includes reporting mechanisms and timelines to ensure compliance.
  • Coordinate and plan weekly/daily movements of vehicles based on weekly transport requests forwarded by the requesters and ensure that sufficient planning and coordination of vehicle movements is in place and adhered to by all requesters.
  • Collaboratively work with respective program teams as well as the country office staff to ensure sound fleet resource planning and allocation so that optimal utilization levels are achieved.
  • Prepare monthly fuel consumption and utilization reports in line with tools in place in a timely manner and have these shared with the supply chain manager for review and appropriate consolidation.
  • Ensure that daily and weekly vehicle safety checks are carried out by all drivers and the relevant records are kept with the checklists.
  • Ensure that all documents and records related to the vehicles exist in each vehicle’s file, along with timely preparation and submission of monthly fleet-related reports to the technical lead at the field office and the Country Supply Chain Manager.
  • Receive reports of accidents, take appropriate action together with the line manager, and make assessments of damage and subsequent action to be taken in consultation with the country Supply Chain Manager.

Assets Management

  • Work in close cooperation with the Country office team in Kampala to ensure appropriate documentation and authorization for transfers, donations, and disposal of assets in the Area office.
  • Supervise the usage and organize the maintenance of office equipment, coordinating with the regional team whenever necessary.
  • Ensure proper handover of assets is done at the Regional Office level and coordinate with the Country Office team for smooth staff transition support processes.
  • Maintain a sound archiving system on the DRC SharePoint platform for all supply chain-related documentation for any reference purposes.
  • Assume any other supply chain roles in the absence of supply chain colleagues.
  • Perform any other duties as may be assigned by the line manager from time to time.

About you

  • To be successful in this role, we expect you to have experience in abusy supply chain environment with a good understanding of donor finanancial requirements and conditions. Moreover, we also expect the following:

  • A minimum of a Bachelor’s degree in Procurement, Finance, or Business Administration.
  • 4 years’ work experience in a busy supply chain environment, preferably in an International NGO setting.
  • Proven ability to support the implementation of large-scale programs.
  • Highly integral, pro-active, and a good team-player.
  • Highly motivated, results-oriented, with well-developed problem-solving skills.
  • Ability to cope with heavy workloads and work under pressure to meet tight deadlines.
  • Excellent interpersonal and communication skills, including influencing, negotiation, and reporting.
  • Proven commitment to accountability practices.
  • Proven ability to prioritize tasks, meet deadlines, and work with limited supervision
