DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as a Supply Chain Officer-Procurement.
The overall purpose of the role:
To provide efficient and effective procurement implementation and smooth running of procurement operations according to DRC’s internal and donor procedures, as per the Operations Handbook and Quality Standards. The role holder is a crucial member of the country office supply chain team that has to ensure the right supplies and deliveries are procured and that there are timely procurement processes done to deliver supplies to our beneficiaries in a manner that achieves value for money. The position holder will ensure proper execution and completion of procurement processes in the purchasing module of DRC Dynamics (ERP system)
Your main duties and responsibilities will be:
- Undertake procurement activities in a rigorous, accountable, and transparent manner that is compliant with the DRC Operations Handbook Volume on Procurement Management, local laws, and donor requirements.
- Support country office program teams with procurement planning, in line with the DRC Operations Handbook, i.e., participating in the process of procurement planning with the Program teams and Country Supply Chain Manager, as may be requested.
- Verification of purchase requests and ensuring completeness of information and accuracy in line with supporting documentation and categorization, versus the procurement method appropriate.
- Manage Requests for Quotation processes and support the field offices where appropriate in close coordination with the Country Supply Chain Manager.
- Guarantee timely and cost-efficient execution of all Purchase Requests received and delivery of the goods requested in the correct quality and quantity for the best possible price.
- Initiate and keep track of the order placement processes to ensure timely delivery of service and goods while keeping program teams updated on the progress of their requirements to ensure continued support to program implementation.
- Ensure that all the suppliers are paid on time by guiding and following up with staff members on proper procurement documentation that is required for payment processing.
- Ensure that the end-to-end procurement activities are all completed on DYNAMICS as per DRC guidelines and policy provisions.
- Maintain updated and complete procurement contract files (in line with DRC Operations Handbook) of any ongoing contracts, to be filed in Finance once the contract is closed and submitted for payment.
- Ensure any new suppliers are vetted according to DRC policies by submitting proper and complete vetting information to the Supply Chain Manager.
- Ensure feedback from Program teams with respect to contractor/vendor performance is taken into consideration, and proper escalation is done regarding supplier performance management.
- Enforce a zero-tolerance policy regarding corruption and contribute to ensuring complaints are recorded and investigated appropriately, in line with the DRC Code of Conduct and Accountability Framework.
- Coordinate with the Country Supply Chain Manager to ensure that all supply chain-related issues are escalated promptly and solutions are provided, and escalation of the issues to the Head of Support Services and the Country Director if necessary.
- Ensure proper accounting, reporting, internal controls, and maintenance/filing of records as per guidance from Country Supply Chain Manager and any DRC Uganda SOPs.
- Monitor the supply market trends for updated information such as changes in market price, new products, and additional suppliers.
- Develop strong relationships with field office teams to support in improving their project procurement practices.
- Produce supply chain management information periodically and support teams to interpret it for easy decision-making.
- Promote and ensure compliance with our procurement policy, procurement manual, and established procurement procedures.
About you
To be successful in this role, we expect you to have experience in Supply Chain functions, with a specific focus on implementing procurement processes, ensuring compliance, and embedding best procurement practices in large-scale programs. Moreover, we also expect the following:
Required
- A minimum of a Bachelor's Degree in Business Administration or Supply Chain/Logistics Management. CIPS certification is an added advantage.
- A minimum of 4 years’ work experience in Supply Chain field in an International NGO or other agencies.
- Highly integral, pro-active, and a good team player.
- Highly motivated, results-oriented, with well-developed problem-solving skills.
- Ability to cope with heavy workloads and work under pressure to meet tight deadlines.
- Highly developed cultural awareness with the ability to work well in a multi-cultural environment with people from diverse cultures and backgrounds.
- Excellent communication and interpersonal skills.
- Excellent analytical and negotiation skills.
- Proven commitment to accountability practices.
- Proven ability to prioritize tasks, meet deadlines, and work with limited supervision.
