Job Overview

The Roving Supply Chain Officer is responsible for providing mobile and technical supply chain support across multiple field offices within the assigned region. The position ensures the effective implementation of procurement, asset management, warehouse and inventory management, fleet coordination, and compliance functions in accordance with organizational policies, donor regulations, and supply chain best practices. The officer provides surge capacity during emergencies, staffing gaps, audits, donor visits, project start-ups, and periods of increased operational demand while strengthening field office supply chain systems.

Responsibilities or duties

Procurement

  • Receive, review, and process Purchase Requisitions and procurement plans from assigned field offices.
  • Support end-to-end procurement processes including sourcing, solicitation, bid evaluation, purchase order issuance, contract administration, and supplier follow-up.
  • Prepare and issue RFQs, RFPs, ITBs, and other approved sourcing documents.
  • Conduct market assessments and supplier mapping across operational areas.
  • Ensure procurement files are complete, accurate, and audit ready.
  • Coordinate deliveries and ensure goods and services are received according to agreed specifications and timelines.
  • Monitor supplier performance and support vendor evaluations.
  • Support emergency procurement activities and surge operational requirements.
  • Prepare procurement reports and trackers.

Asset Management

  • Ensure implementation of asset management policies across all supported locations.
  • Maintain accurate and up-to-date Fixed Asset Registers.
  • Conduct asset tagging, verification, reconciliation, and reporting.
  • Support grant close-out asset verification exercises.
  • Conduct quarterly and annual physical asset counts.
  • Investigate and report asset discrepancies, losses, damages, and disposals.
  • Support donor compliance requirements related to asset management.
  • Train and mentor staff on asset management procedures.
  • Ensure timely recovery of organizational assets from departing staff.

Warehouse and Inventory Management

  • Support warehouse operations and inventory control across field offices.
  • Ensure proper receipt, inspection, storage, dispatch, and distribution of goods.
  • Monitor stock levels and support replenishment planning.
  • Maintain accurate inventory records including stock cards, bin cards, waybills, and gate passes.
  • Conduct periodic stock counts and reconciliations.
  • Ensure warehouses comply with safety, security, and cleanliness standards.
  • Prepare inventory reports and support emergency stock movements.

Fleet and Transport Support

  • Support vehicle scheduling, movement planning, and utilization monitoring.
  • Review fuel consumption and fleet documentation.
  • Coordinate vehicle maintenance and servicing schedules.
  • Support implementation of fleet management procedures.
  • Conduct periodic fleet compliance reviews.

Compliance, Monitoring and Capacity Building

  • Conduct regular field visits to assess compliance with supply chain procedures.
  • Support implementation of audit recommendations and corrective action plans.
  • Identify operational risks and recommend improvements.
  • Provide coaching, mentoring, and technical support to field supply chain staff.
  • Support donor monitoring visits and internal audits.

Emergency and Surge Support

  • Provide temporary operational support during staffing gaps and emergency responses.
  • Deploy to field offices experiencing increased operational demand.
  • Support rapid procurement and logistics requirements during emergency interventions.
  • Ensure continuity of supply chain operations during unforeseen disruptions.

Reporting

  • Prepare procurement, inventory, asset, fleet, and compliance reports.
  • Track supply chain performance indicators and recommend improvements.
  • Escalate operational risks, delays, and compliance concerns in a timely manner.

Qualifications or requirements (e.g., education, skills)

Basic Qualifications (Educational and Professional)

  • Bachelor’s Degree in Procurement and Logistics Management, Supply Chain Management, Business Administration, Commerce, or a related field.
  • Professional certification such as CIPS Level 4 or higher is an added advantage.

Knowledge, Skills and Abilities

  • Strong procurement, logistics, inventory, and asset management knowledge.
  • Excellent planning, organizational, and time-management skills.
  • Strong analytical and problem-solving abilities.
  • Excellent negotiation and supplier management skills.
  • Strong communication, training, and coaching skills.
  • Ability to work independently and under pressure.
  • High attention to detail and commitment to compliance.
  • Willingness to travel extensively within the assigned region.

Experience needed

  • Minimum of five (5) years of progressive supply chain experience in an NGO Setting.
  • Experience supporting multiple field offices and humanitarian operations is desirable.
  • Proficiency in ERP systems and Microsoft Office applications.
