Purpose & scope of this role:
The procurement officer will oversee UCF’s project-specific procurement of operational goods, materials, works and services as guided by the Procurement Policy. They will ensure efficient, compliant and cost-effective procurement processes.
Duties & Responsibilities:
Product / service evaluation and supplier performance:
- Review, compare, analyse and approve products and services for procurement.
- Prepare bidding and solicitation documents for required procurements
- Evaluate and select suppliers based on quality, cost and reliability.
- Draft service level agreements for suppliers and continuously evaluate their performance against set standards.
- Ensure supply chain risk is addressed when planning procurements and work with budget holders to help mitigate risk contractually and through supplier relationships.
Needs assessment and collaboration:
- Work with UCF’s internal & external stakeholders to determine procurement needs, quality, and delivery requirements.
- Coordinate all purchases based on organisational and project requirements.
Financial control and reporting:
- Review inventory and update as required.
- Keep appropriate records and conduct biannual asset stock-takes
- Work with the accounts department to ensure up-to-date asset registers.
- Ensure compliance to organisational policies and support organisational and project requirements
Experience & skills required:
- Relevant University Degree
- At least two years’ experience running public and private sector procurements.
- Experience of commercial negotiation, including contracts management.
- Comprehensive understanding of public procurement law and contracts.
- Strong analytical and numerical skills demonstrate an ability to evaluate bidders’ costs and identify potential issues and risks.
- Excellent standard of literacy and effective written communication skills for drafting procurement literature or proposing contract variations.
- Good verbal communication and presentation skills including the ability to explain technical matters to a non-technical audience.
- An ability to create organisation-wide procurement schedules, update and monitor them and re-prioritise where necessary.
- Ability to work on own initiative and as a member of a team.
