ABRIDGED REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)

Consultancy services for the development of a 50-year master plan and strategic environmental assessment (SEA) of physical infrastructure at Busoga University

The Government of Uganda through Busoga University has allocated funds toward the transition of Busoga University into a public University and intends to apply part of the funds for consulting services.

The consulting services (“the Services”) include the development of a 50-year master plan and strategic environmental assessment (SEA) of physical infrastructure at Busoga University. The duration of the consultancy is for a period of 52 calendar weeks.

The Ministry of Education and Sports invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. Scope of Consultancy Services

The consultancy services shall include, but not be limited to:

1. Preparation of a 50-Year Physical Development Masterplan.

2. Development of a phased and costed implementation plan.

3. Conducting a Strategic Environmental Assessment (SEA).

4. Conducting a Traffic Impact Assessment (TIA).

5. Carrying out topographical, cadastral, hydrological and geotechnical investigations.

6. Assessment of existing infrastructure and utilities.

7. Preparation of concept and preliminary designs including cost estimates.

8. Eligibility and Qualification Requirements

Interested consulting firms should demonstrate:

• At least five years proven experience in institutional or university master planning.

• Experience in conducting Strategic Environmental Assessments (SEA) and/or Environmental and Social Impact Assessments (ESIA).

• Experience in Traffic Impact Assessments (TIA).

• Availability of qualified multidisciplinary experts (Refer to detailed TOR).

3. Submission Requirements

Interested firms should submit:

• A letter expressing interest.

• Company profile and registration documents.

• Relevant experience (Evidence of at least three similar assignments).

• Details of key professional staff.

• Contact details.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
