Introduction

The Uganda Communications Commission (UCC), through the Uganda Communications Universal Service and Access Fund (UCUSAF), invites eligible organisations to submit proposals for the implementation of the ICT and Multimedia Skillings for Youth to foster innovation and creativity in local content and create jobs in the creative cultural industries.

The programme seeks to equip 1,000 youth from underserved and underserved communities with practical ICT and digital multimedia skills that enhance employability, promote entrepreneurship and self-employment and enable meaningful participation in Uganda’s digital and creative economy.

Recognising the growing demand for digital competencies across all sectors, the programme is designed to empower young people with industry-relevant skills in digital literacy, multimedia production, digital communication, content creation, digital marketing, online freelancing, entrepreneurship and the effective use of emerging digital technologies. The programme will also expose participants to opportunities within the creative industries, digital innovation ecosystem and online labour markets.

UCC/UCSAF seeks to partner with competent organisations or consortia that possess the technical expertise, institutional capacity and demonstrated experience in delivering high-quality digital skills training, mentorship and youth empowerment programmes. The selected implementing partners will be responsible for delivering practical, market-driven training that prepares beneficiaries for employment, self-employment and lifelong participation in the digital economy.

General Objective

To strengthen the capacity of youth with practical ICT and multimedia skills that promote innovation, digital content creation, entrepreneurship and employment, thereby enhancing their productivity, competitiveness and meaningful participation in Uganda’s digital and creative economy.

Target Group

This initiative targets youths with interest in multimedia content creation, production, the creative arts, and those engaged in the entertainment business in underserved and underserved communities.

Eligibility of applicants

To be eligible for funding, an applicant must meet the following requirements:

  1. The Applicant must be a duly registered and legally registered not-for-profit entity in operating in Uganda.
  2. Where the proposed solution is submitted by a consortium, the Lead Applicant shall be a registered not-for-profit organisation, and all consortium members shall be legally registered entities operating in Uganda.
  3. The Applicant (Both Lead and co-applicant in case of a consortium) shall demonstrate sound financial management, governance, project management and reporting systems necessary to implement the proposed project.
  4. The Applicant (Lead and co-applicant in case of a consortium) must show an existing working relationship between lead and co-applicants at least two years, supported by an agreement.
  5. The Applicant (Both Lead and co-applicant in case of a consortium) must be willing to operate in unserved and underserved communities across Uganda.
  6. The Applicant (and consortium members, where applicable) must have at least two (2) years’ proven experience in implementing ICT and multimedia skills programmes for youth, including experience delivering similar projects at scale, particularly in rural and underserved communities.
  7. The Applicant (Both Lead and co-applicant in case of a consortium) shall demonstrate the capacity to mobilise, train and support beneficiaries across Uganda, including in underserved and underserved communities.
  8. The Applicant (Both Lead and co-applicant in case of a consortium) shall present a clear sustainability strategy, including partnerships, resource mobilisation and other measures to ensure continuity and long-term impact beyond the grant period.

The grant application is open from 10th January 2026 to 21st August 2026
